CLEAR-PCA, in collaboration with CERP, conducted the Innovative Evaluation Frameworks for M&E Workshop 2024, the first of its kind in Pakistan. This event brought together 39 participants, including 30 from the public sector and 9 from the development sector, to explore how various evaluation methods can be applied across different stages of the policy cycle. The workshop featured sessions by distinguished faculty on diverse themes, including M&E as Dynamic Learning for the Development Sector, Data Collection Techniques, Theory of Change, Theory-Based Evaluation Approach, Rapid Evaluation, and Non-Experimental & Experimental Evaluation Methods. Participants highlighted Theory-Based and Rapid Evaluation as practical approaches for assessing outcomes under time and budget constraints. Through a combination of case studies and hands-on activities, the workshop addressed real-world policy challenges. A panel discussion also tackled resource and data limitations in Pakistan, emphasizing innovative methods such as rapid evaluations to overcome obstacles. The event encouraged collaboration and helped foster a culture of learning in policy and program evaluations.
