⚙️ Projects to restore generation at the local level are a chance to cooperate with Polish entrepreneurs 🇺🇦 🇵🇱 This was stated by Olena Pavlenko at a joint event of the Union of Ukrainian Entrepreneurs and the Polish business association Leviatan Confederation "Opportunities for Ukrainian and Polish companies in decentralization and and demonopolization of the Ukrainian energy market". Participants of the event, business representatives and experts from Ukraine and Poland exchanged views on cooperation in the energy sector, investment potential and partnership to restore the generation in Ukraine, which was destroyed by Russian attacks. 🚨 ⚡ Olena Pavlenko, President of DiXi Group, focused on the issue of rapid recovery of Ukraine's energy sector and, in particular, on providing the necessary equipment to energy companies that suffered losses after the Russian attacks. 💬The expert drew attention to the mechanisms for financing the restoration and support of the Ukrainian energy sector through international projects, which may be of interest to Polish business as a potential participant in these initiatives. Framatome-Rosatom Project in Germany Threatens EU Energy Security ⚠️: DiXi Group’s Explanation 🔎 How exactly? Olena Lapenko, General Manager for Security and Resilience at DiXi Group, explains in her column for the Tagesspiegel Background. 📍 In the article, the expert highlighted the risks of cooperation between France’s Framatome and russia’s Rosatom in the German city of Lingen. 💬 "The EU has made significant efforts to eliminate dependence on russian energy resources, including nuclear fuel. However, the Lingen project, where Framatome plans to produce fuel in collaboration with Rosatom, could undermine all these achievements. Europe risks falling back into the trap of energy dependence on Russia," the column states. ⚛️ Currently, 19 VVER nuclear reactors operate in Europe, which previously relied on russian fuel. Operators have already signed contracts with Westinghouse and Framatome, but the latter lacks its own technology for these reactors and is therefore forced to collaborate with russia. 📊 Recently, DiXi Group calculated how many deals Rosatom has signed worldwide during the full-scale war: bit.ly/41h3ra6 ⚠️ Why is this dangerous? 🔹 The use of russian components in European production could pose additional security threats, including espionage 🕵️, sabotage 🛠️, and nuclear risks ☢️. 🔹 Exports of nuclear fuel to the EU have generated between €300 million and €700 million annually for Rosatom 💰. 🔹 Even if part of the revenue remains with Framatome, licensing payments and control over key components will remain in russian hands. 🚨 Due to these risks, the "Rosatom-Framatome" project is under intense public scrutiny. In November 2024, around 11,000 objections were submitted against the project during public hearings in Lingen ✊. The Minister for the Environment of Lower Saxony supported the protesters, but a final decision has yet to be made. ⏳ The EU is funding alternative nuclear fuel supply programs ⚙️ but has still not imposed #sanctions on the russian nuclear sector. 🔍 Why Ukraine’s Energy Regulator should be independent and how to strengthen its capacity? Roman Nitsovych emphasizes: "The Regulator is not just a referee balancing the interests of all players, but also a conductor ensuring that the markets operate efficiently, remain liquid, and do not incur debts." In his view, the role of NEURC is comparable to that of Ukraine’s National Bank. The Research Director of DiXi Group noted that the energy and utilities markets encompass transactions totaling hundreds of billions of UAH, directly impacting all consumers. This necessitates the NEURC independence and professionalism. The challenges related to this became a focal point of the RRR4U consortium's presentation on implementing Ukraine's structural reform commitments. MP Andrii Herus believes that the NEURC independence is sufficiently ensured at the legislative level: "We should focus not on another change in the legal framework, there have already been enough of them, but on its actual implementation." Andrej Juris, the head of the Energy Community Secretariat ECRB Unit, explained that one of the organization’s functions is to assess national regulators. It is not only about independence, but institutional capacity as well. Such assessments of Ukraine's Energy Regulator are planned to be repeated every three years, and the first one is scheduled for October 2025. Aron Kerpel-Fronius, Energy Advisor of EU Delegation to Ukraine, spoke in more detail about the EU's expectations for an independent Regulator: "European Commission is working in close tandem with the EnCS to ensure that upcoming Ukrainian legislation strengthens the Regulator's financial and organizational independence." He also highlighted that all the European Commission requirements for Ukraine are actually for the benefit of the Ukrainians themselves, they will increase market transparency and regulatory stability, which in turn will allow to attract more investment and stabilize prices. In addition to the special topic, the #RRR4U consortium presented the current results of Monitoring the implementation of the International Monetary Fund program conditions and the Ukraine Facility. Viacheslav Kurylo pointed out that this year Ukraine waits for four reviews of the IMF program implementation, and if they are successful, tranches of $2.7 billion. The analyst emphasized the tendency towards untimely performance: for example, by the end of February we were supposed to have five structural beacons implemented, but so far only one is well on schedule. Despite this, the expert hopes that Ukraine will pass the current review. As for cooperation with the EU, we have fulfilled five of the 16 indicators, which we must implement by the end of March. At the same time, no significant problems should arise with nine more, Maksym Samoiliuk is convinced. He warned of the threat of difficulties with only two indicators. Ukraine's reconstruction must be energy efficient. How to achieve it? A comprehensive step-by-step plan from DiXi Group and BPIE - Buildings Performance Institute Europe provides an answer for Ukrainian local governments. Our think tank has already been working with communities and helping them develop municipal energy plans. The experience gained, as well as the opportunities available in both 🇺🇦 and 🇪🇺, have been summarized by experts in the analytical document presented. Viktoria Kovalenko, DiXi Group's General Manager of Sustainable Development, who moderated the presentation, pointed out: "We hope that the plan will become an important guide on the path to green recovery and energy efficient transition of Ukraine". "Energy efficiency measures are critically necessary for further development to reduce energy consumption and ensure better and more predictable management of energy demand," emphasized Deputy Minister for Communities and Territories Development of Ukraine Maryna Denysiuk. The presented plan, which covers three stages, namely the development, implementation, and support of relevant measures set, and specific steps, each described by Alona Korohod, will help to start energy efficient reconstruction at the local level. The biggest obstacle to implementing energy efficiency measures is the lack of adequate funding. Mariangiola Fabbri considers it key to renovation and reconstruction. BPIE expert spoke about various financial mechanisms, shared European experience and recommendations. "The point of advantage is to look at countries with similar building stock. You need to know your target in terms of building typology, ownership, income level, and then choose something combined of different financing instruments,” the expert highlighted. First Deputy Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine Maria Malaia pointed out that the foundations of the presented plan were laid by DiXi Group experts during the NECP preparation, as the document outlined the indicators that Ukraine must achieve. The Energy Efficiency Fund of Ukraine programs are aimed at energy efficiency and energy independence in the housing sector, the capabilities and results of these programs were outlined by the Head of the Fund's Verification Department Anastasiya Shcherbynina. International Energy Agency (IEA) Energy Efficiency Policy Analyst Ksenia Petrichenko covered the global situation and stated that leading practices in the residential sector are based on efficiency, decarbonization, the use of smart technologies and flexibility but the challenge lies in the need to implement them in the realities of specific countries. Recovery and Reform Support Team at the Ministry for Restoration of Ukraine Project Manager Liubava Radiychuk emphasized the need to diversify funding, expand it beyond condominiums and housing cooperatives, and fulfill the goals set by the EU.
