  • 🥳 UWEA THANKS THE NEURC FOR APPROVING A BALANCED UKRENERGO’S TARIFF FOR 2025  On December 19, 2024, the National Energy and Utilities Regulatory Commission of Ukraine (NEURC) held an open hearing to approve the tariffs for electricity transmission and dispatching services provided by Ukrenergo in 2025.  The hearing brought together commission members, market participants, representatives of the transmission system operator (TSO), distribution system operators (DSOs), electricity suppliers, industrial players, and leaders of key industry associations. During the session, Andriy Konechenkov, Chairman of the UWEA Board, emphasized:  💬 "The wind energy market supports NEURC’s decision to set the 2025 transmission tariff at 686.23 UAH/MWh. This long-awaited decision will help resolve the prolonged issue of debt accumulation in the market and prevent it from recurring in the future." 🙏 UWEA expresses gratitude to NEURC for considering the association’s proposals to ensure sufficient funding for Ukrenergo’s public service obligations (PSOs) related to renewable energy sources (RES). This decision not only addresses immediate financial concerns but also strengthens the investment appeal of Ukraine’s wind energy and broader renewable energy markets.  📌 We urge NEURC to conduct quarterly monitoring of actual and projected expenditures and make necessary tariff adjustments to prevent future deficits. For instance, in 2024, the tariff deficit is projected to reach up to 12 billion UAH, with no clear sources yet identified to cover this shortfall, according to UWEA calculations.  This decision marks a significant step toward stabilizing Ukraine’s energy market and ensuring the continued growth of renewable energy in the country.

  • 🥳 🇺🇦 UWEA congratulates its member company, Elementum Energy, on acquiring a 200 MW wind farm project in western Ukraine On December 11, 2024, Elementum Energy closed the acquisition of #wind power projects with a total capacity of 200 MW, located at the intersection of Lviv, Ternopil, and Rivne regions, known for their strong wind potential. The total #investment in the project is estimated to exceed 💸 €300 million. The new wind farms are expected to generate ⚡ 700 GWh annually, equivalent to the yearly #electricity consumption of about 600,000 people. This level of production could provide critical support for Ukraine's deficit-prone energy system, especially during peak demand hours. ℹ️ The acquisition process began in April 2024 with a comprehensive audit covering financial, legal, technical, and environmental aspects. Elementum Energy plans to bring the project to a "ready-to-build" stage by the end of 2025, after which construction will commence. Preparatory work will include project design, selection and delivery of turbines, grid connection, and the implementation of #ESG components. The selection of turbines will factor in not only their performance but also logistical feasibility, given the challenges of transporting large wind turbine components in the current context of the full-scale invasion. The financing for the project is expected to come from a mix of local banks, international development finance institutions (DFIs), export credit agencies (ECAs), and Elementum Energy’s own equity contribution. 💬 “This large-scale project marks a significant step in executing our strategy of geographic diversification and expanding our wind energy portfolio. Despite the challenges of war, we continue to invest in renewable energy development because we believe that such initiatives not only enhance our energy resilience and security but also lay the foundation for a sustainable future for the country. This project exemplifies how business can drive recovery and sustainable development even in times of uncertainty,” commented Olga Rybachuk, Managing Director of Elementum Energy. Wind power offers notable advantages over other energy sources, including relatively short construction timelines and greater resilience to war-related risks. Positive environmental effects shall lead to the avoidance of more than 530,000 carbon emissions avoided. Alongside this western wind project, Elementum Energy is also developing projects in southern Ukraine, including the Lymanska Wind Farm and the Danube Project, which will add over 200 MW to the grid. Despite the challenges of the full-scale war, Elementum Energy successfully completed the second phase of the Dnistrovska Wind Farm, adding 60 MW of capacity in 2023. 🤝 We wish the Elementum Energy team success in implementing this project and express our gratitude for their resilience and contribution to strengthening Ukraine’s energy system.

On December 12, 2024, at the Interfax-Ukraine media center, the Ukrainian Wind Energy Association (UWEA) held a press conference to summarize Ukraine’s #wind power sector performance in 2024. During the event, UWEA Board members and representatives of Ukraine's wind energy #business discussed the key trends that shaped the market's direction this year, including #investment climate, regulatory changes, and #innovative solutions and approaches. At the start of the press conference, Andriy Konechenkov, Chairman of the UWEA Board, briefly outlined the current status of the wind energy market, stating that “compared to previous years, 2024 can be considered a setback, as only 20 MW of new wind power capacity was put into operation.” 💬 “This year, the market had high hopes for the launch of new market support mechanisms, such as the market premium mechanism and green auctions. Unfortunately, neither has functioned properly; the first has failed to operate as expected, and the second has not been successful. At a time of large-scale war, it's not the best time to experiment with business; on the contrary, business needs to see a partner,” he added. Expanding on the opening remarks, invited speakers from leading wind energy companies shared their experiences in running business operations in 2024. Full story: https://lnkd.in/eqJK2J9f

  • 💹 INSIGHTS INTO THE FIRST “GREEN” AUCTIONS IN UKRAINE 🇺🇦 On December 5, 2024, Andriy Konechenkov, Chairman of the UWEA Board, along with two members of UWEA’s Legal Affairs Committee—Ihor Retivov from DTEK Renewables and Olha Savchenko from Altelaw—shared their views on the results of Ukraine's initial pilot “green” 🌱 auctions. They spoke as panelists at a thematic online event organized by the UN Global Compact Network Ukraine in collaboration with ExPro, as part of the Ukraine Energy Initiative. The event aimed to present the renewable energy sector’s business position on the state’s approach to implementing green auctions in Ukraine and the effectiveness of its interaction with market players throughout this process.  💬 “We could discuss investors’ interest in participating in state-run green auctions if the state fulfills its financial obligations to renewable energy producers for consumed green electricity, approves Draft Law No. 11392 (which would allow a single auction participant to bid for 50% of the quota, instead of the current 25%), and revises the proposed quotas to align with the targets outlined in the National Renewable Energy Action Plan through 2030. If we aspire to become part of the EU, it is only fair to align with its auction policies rather than wasting time testing and fixing a flawed model,”he added. 💬 “I believe the issue with “green” auctions is ideological. They replaced the feed-in tariff, so the state’s attitude toward this model is biased from the outset,” suggested Ihor Retyvov. A specific topic sparking discussion among the invited speakers was splitting the 250 MW wind energy quota for 2025 into two separate iterations of 100 MW and 150 MW. “In my opinion, there is no critical need for such a division,” commented Andriy Konechenkov. “The larger the quota, the more participants and the higher the competition. I believe the best course of action would be to conduct an auction for 250 MW and then increase this quota to at least 800 MW in 2026.” In turn, Olga Savchenko outlined the issues behind the refusal to participate in auctions based on the following criteria: 🔹 military risks and insufficient development of insurance mechanisms for such risks; 🔹uncertainty regarding the financing mechanism for public service obligations (PSOs), stemming from inadequate guarantees when separating the cost of the service to increase electricity generation from alternative sources from the transmission tariff and 🔹widespread distrust in the state, fueled by concerns that it may retrospectively impose highly unfavorable auction conditions outlined in secondary legislation.
