Increasing international demand – particularly from Asian investors – is boosting the status of Europe’s safe assets. This comes as a result of a scarcity of high-quality, liquid securities and the desire to diversify away from dollar-based investments. The development of the investor base for European safe assets was one of the topics discussed at OMFIF Sovereign Debt Institute’s roundtable on Team Europe’s borrowing outlook for 2025 in Luxembourg, in partnership with LBBW. The roundtable in November brought together senior officials from the European Commission and the ESM - European Stability Mechanism, alongside fixed income portfolio managers to discuss the key issues in European capital markets and the outlook for the year ahead. One of the most damaging economic effects of Brexit is the loss of access to financing in the UK by the European Investment Bank, the world’s largest multilateral financial institution. During the UK’s European Union membership, the EIB invested some £150bn into UK projects, mainly in large-scale infrastructure, including the Channel Tunnel, the Second Severn Crossing, the Manchester Metrolink Extension, the water industry and rail track renewal across most regions of the country.

US Treasuries form the backbone of global financial markets and are a critical component of central bank reserve managers’ portfolios. It is widely recognised as a deep, liquid and safe asset, but the Treasury market is being transformed by changes in policy, regulation and structure. OMFIF, in partnership with BNY, hosted a discussion on this key issue – and the implication for reserve managers – at the sidelines of the International Monetary Fund-World Bank meetings in Washington DC in October

Repurchase agreements are an obscure but important part of the bond market and wider financial system, with trillions of dollars’ worth of securities traded every day. The rapid growth of the green and sustainable bond market issued by sovereigns in recent years has led to the slow emergence of a repo market for these transactions. ‘Sovereigns often have been known to sometimes limit the size of their inaugural sustainable bonds due to liquidity concerns and are then concerned about how to build out the curve and what maturities to issue in,’ said Robert White, head of the green and sustainable hub for the Americas at Natixis Corporate & Investment Banking. ‘In an ideal world, a deep sustainable repo market can remove and mitigate those concerns.’ #sustainablefinance #green #repo
