With August coming to an end, so is our series of city stories, highlighting case studies of cities around the world that are pioneering public purpose innovation. These stories draw inspiration from our latest joint research by Visa Government Solutions, Resilient Cities Network, and StateUp: “Cities That Thrive: Public Financial Innovation as a Catalyst for Urban Resilience.” The City of Athens, Greece has faced a very challenging summer, with extreme heat and dramatic wildfires underscoring the urgent need for resilient urban spaces. As the first city in Europe to appoint a Chief Heat Officer, Athens has taken a leading and innovative role in tackling the risks associated with extreme temperatures and climate change. At the heart of Athens' public awareness strategy, is the innovative EXTREMA app, which provides real-time, personalized risk assessments for residents and visitors during heatwaves. The app leverages real-time satellite data, GIS technology, and other city-specific data to evaluate the temperature, humidity, and discomfort index for every square kilometer in the city. By integrating these data sources with key user data, the app offers precise information on personal risk levels, safety advice, and guides users to the nearest cooling spaces and recommends cool walking routes. It also supports multiple user profiles, allowing residents to monitor the safety of vulnerable populations, such as children or elderly relatives. Further advancing its use of data and evidence, Athens has developed a pioneering heatwave categorization system, in collaboration with the National Observatory of Athens, the Arsht-Rock Resilience Center, and other international cities. This system categorizes heatwaves by threat level—similar to hurricane warnings—using an algorithm that analyzes two decades of historical weather data and mortality rates. This categorization provides residents with critical insights into the potential dangers of an upcoming heatwave, tailored to their specific location within the city. Through its commitment to data, evidence, and digital innovation, Athens is setting a strong example for how cities can enhance their resilience and safeguard their communities in the face of climate change. Continuing our series of city stories from around the world, we now turn to the City of Cape Town, distinguished by the LKY World City Prize with a special mention at this year’s World Cities Summit, for its ground-breaking use of data for crisis response. In addition to rapid urbanisation straining resources and infrastructure, Cape Town also faced an extreme multi-year drought, causing an unprecedented water crisis. To address this and other challenges, Cape Town broke down the silos between its data science and resilience teams and started exploring how municipal and other datasets could be used to identify vulnerabilities, inform crisis response and communicate efficiently with residents. It developed the “Water Dashboard”, informed by real-time and open data on water levels, as a crucial tool in the city’s ‘Day Zero’ campaign to raise public awareness and encourage the adoption of more responsible water usage behaviour, contributing to reducing water consumption by 57%. Furthermore, the “Social Vulnerability” and “Economic Nodes” indices were used to identify vulnerable citizens and guide targeted responses. With these groundbreaking approaches and policies already in place, the city was able to respond to the Covid-19 crisis with the “Covid Vulnerability Viewer” identifying infection risks, guiding public health interventions, and supporting vulnerable areas economically and socially. The prospect of drought and water scarcity is looming over many cities around the world, from London to Mexico City. Cape Town’s story opens up a conversation about how a daring vision, and bringing together different fields of expertise, can generate good policies and garner public trust and participation. We’re starting a series of city stories, sharing case studies of cities from around the world that lead the way in fostering public purpose innovation that address place-specific needs yet can serve as models for localities around the world. These stories are inspired by our latest joint Visa Government Solutions, Resilient Cities Network and StateUp research “Cities That Thrive: Public Financial Innovation as a Catalyst for Urban Resilience”. Mexico City's "Mi Beca para Empezar" program is a powerful example of Public Financial Innovation (PFI) in action. By providing financial scholarships and aid through digital disbursements, CDMX ensures that funds are used effectively for education, benefiting students and the local economy. The program consists of three components: a monthly financial scholarship, financial aid to cover school supplies and uniforms, and medical insurance. The city provides these benefits through a physical card issued to students, as well as a mobile application that parents of enrolled schoolchildren can download. Payments are limited to specific items, ensuring the scholarship is spent on education-related outcomes. Many shops are eligible to receive payments via the program, including micro-SMBs, thus contributing to the resilience of hyperlocal economies across the city. In the future, aggregated, anonymized spending data from the program could also be used to inform public policy decision-making This initiative not only supports educational outcomes but also strengthens economic resilience by contributing to local economies.
