National Cultural Industries Strategy 2.0, Vietnam This week TFCC is working in Vietnam to review the new draft of the national Cultural Industries Strategy. This marks a further chapter in our ongoing role in strategic insight, strategy and policy across the ASEAN region. Our work in Vietnam began way back in 2012, when working as part of the UNESCO expert facility on the 2005 UN Convention (for the Protection and Promotion of the Diversity of Cultural Expressions), Tom Fleming guided partners toward the nation’s first National Strategy for the Cultural Industries, ratified in 2016. This has led to a decade of rapid sector development activities and, more slowly, policy reform. Currently, Vietnam is undertaking a refresh of the National Cultural Industries Strategy, led by the Vietnam Institute of Cultural and Arts Studies (VICAS) and Ministry of Culture, Sport and Tourism (MOCST). Our role is to review the drafting process and advise on its Action Plan and implementation. This includes benchmarking with international good practice and the identification of regulatory aspects such as reform of the approach to public/private partnership. The latter formed the focus for a conference held in Ho Chi Minh City on December 16th, co-chaired by VICAS and the HCMC Institute for Development Studies. Tom Fleming provided the keynote on the opportunities and pitfalls for public private partnership in the Cultural Industries. Subsequent events include a symposium to review the National Cultural Industries Strategy, held in Hanoi on December 20th, and a series of briefing sessions across Government and civil society. Next year, TFCC will provide additional guidance regarding municipal development in the Cultural Industries and on specific opportunities for different cultural sectors. This is part of our long-term partnership with Vietnam, including specific knowledge exchange activities with leading lights in the Cultural industries. Culture as the foundation: a 'Living Village' Gavalochori, Crete, December 6-7 Tom Fleming has just returned from Crete where he participated in a conference and engagement programme to 're-imagine' the village of Gavalochori. Like many villages across the world, Gavalochori is struggling from a blend of economic, social and demographic challenges which threaten its long-term viability. For example it has suffered population decline, with the old school closed down and standing empty as a symbol of happier days. The village also faces the 'feast or famine' challenge of high volume seasonal tourism and a large proportion of absentee second home-owners. Plus, traditional crafts and agricultural practices are diminishing heritage assets rather than central to village life. However, there is hope for Gavalochori and villages like it. The recently established Foss-Radich Foundation is working to develop a viable long-term strategy for the village. This includes the reanimation of cultural activities, such as nurturing festivals and events and developing local and residency-based arts and crafts. It also includes innovative approaches to waste management, public realm enhancement and community engagement. The Foundation was set up by Sonja Foss and Anthony Radich, local residents since 2003. They are passionate about the village and have committed considerable sums of money to support local projects, with a long-term bequeathment available for the work of the Foundation. Tom presented good practice examples of cultural strategy, planning and activation in rural areas. He was invited to participate by ex-TFCC colleague, Rosalyn Benjamin. It is a privilege to be involved in this honest and exciting project in its early days. Culture Next special network meeting in Brussels Over recent months, TFCC has been working with the Culture Next Network to develop insight on how member cities understand and value its role and impact, and to explore their perspectives on how the European Capital of Culture (ECoC) programme can be positively refreshed. Established in 2017, Culture Next is dedicated to ECoC candidates, current or former, awarded or not. It is co-funded by the European Union. It is the direct legacy of the EcoC bid book of Cluj-Napoca, a Romanian candidate city for 2023. Culture Next works towards achieving wider European recognition of culture as a foundation of sustainable development and towards extending the existing European cultural cooperation frameworks. By bringing together different cities from across Europe which have been or still are candidate cities for ECoC, the network directly contributes to the ECoC programme legacy, by facilitating the implementation of extensive ECoC programmes in Europe. The network aims to become a voice in shaping European cultural policies. This includes leveraging the network's knowledge and experience to influence the future of the ECoC programme. Tom Fleming was in Brussels to present research findings to the European Commission and exchange perspectives on how reform to the ECoC programme can inspired by perspectives of the Culture Next network. Creative Grenada Strategy Retreat Tom Fleming has just returned to Europe from Grenada in the Caribbean where TFCC is developing the country's first Cultural and Creative Industries Strategy and Road Map. Tom was joined by TFCC Associate Andrea Dempster Chung and Alyssa Bierzynski. To coincide with the completion of the situation analysis phase of this project, TFCC collaborated with the brilliant team at the Grenada Office Of Creative Affairs (GOCA) to hold an in-depth strategic retreat with key partners from across Government, enterprise and civil society. This retreat, held at the Spice Island Resort next to Grand Anse beach, provided an opportunity to deep-dive on key opportunities for Grenada's cultural and creative industries. It also enabled TFCC and the team to test and validate key concepts, and agree on priority creative sectors strategic themes. The retreat also enabled partners to co-design a strategic vision for a Creative Grenada programme and to identify catalyst projects which will deliver step-change. Special mention for his enduring support and visionary leadership: Orlando K. Romain, Ambassador- Special Envoy Ministry of Tourism, Culture and the Creative Economy with responsibility for ICT and Creative Economy- Government of Grenada. The next phase of this project will involve the development of the CCI Strategy and Road Map - to be published in the first quarter of 2025. This will then kickstart a series of projects and provide the impetus for policy reform. Out of the Blue, Matosinhos, Portugal Last week - Oct 24-27 - Tom Fleming participated in Out of the Blue, a summit, party and cultural event to explore the ocean, gastronomy, culture and sustainable urban renewal. A unique gathering produced by Opium, Out of the Blue explored the connection between the ocean, cultural heritage, food, gastronomy, cultural tourism and opportunities for a sustainable future. The programme included talks, cooking demonstrations by celebrated chefs, tasting sessions, and special dining events which explore the culinary history of northern Portugal and Galicia. Matosinhos is a compelling city next to Porto - a city shaped by centuries of fishing, fish processing, gastronomy, leisure, culture, design and architecture. It is a city in constant transition, connecting its heritage to new models of urbanism and fresh approaches which support a more responsible relationship with the ocean environment. Out of the Blue was the first in a new series of critical interventions which explore the links between the ocean, gastronomy, culture and the future. It was a dynamic, enriching and celebratory event which TFCC are looking forward to building on via our office in Porto and new venture in Matosinhos - watch this space. At TFCC, it's been a pleasure to be involved from the first Thames Estuary Production Creative Corridor Vision to these sector deep dives. New report shows PRS Foundation’s International Showcase Fund generates millions for the UK economy and directly impacts the development of music creators across the country 💷 🌍 Report shows the fund helped generate £6.7 million for the UK economy 🌍 For every £1 invested, supported music creators generated £5.40 🌎 And the fund has diversified to tackle barriers for underrepresented music creators, with 67% of grantees based outside London; 57% identifying as women, gender-diverse or in mixed gender groups; and 33% identifying as belonging to the Global Majority 🌎 93% agreed the support helped them reach new audiences and 92% said it increased their international profile 🌏 The report warns more investment in the fund is needed due to new and increasing barriers such as Brexit, the cost-of-touring crisis, growing Visa costs and increased competition The International Showcase Fund is managed by PRS Foundation in partnership with DBT, British Underground, PPL, British Council, Musicians Union, Arts Council England, Creative Scotland, Wales Arts International, Arts Council Northern Ireland.
