The largest procurement ever undertaken by Scottish Water has been launched to transform the country’s public assets to keep taps flowing and protect the environment. Firms are being invited to bid to be involved in a ground-breaking enterprise-style approach to enhancing Scotland’s water and waste water infrastructure over the period 2027 to 2033, with a potential extension for another six years. The overall value of the enterprise – known as Delivery Vehicle 4 – is between £5bn and £9bn and is the highest value venture put into place by Scottish Water. More heavy rain is set to fall in southern England and south Wales this week, adding to the chaos caused by Storm Bert, which has already left homes, roads, and rail networks in disarray. Figures released this week reveal that 92% of bathing waters in England have met minimum water quality standards, with 85% of bathing waters being rated as ‘good’ or ‘excellent’. Despite significant improvement since the 1990s, when just 28% were rated as ‘good’ or ‘excellent’, the results make clear that more still needs to be done to improve their quality for people and the environment. This month, in his regular column, Oliver Grievson, Associate Director AtkinsRéalis and Royal Academy of Engineering Visiting Professor at the University of Exeter, considers how good governance of data could be a way to inspire public confidence. One of the water industry’s challenges that isn’t getting the mainstream media’s attention is the prospect of a monitoring programme at a scale that has never been seen before. The installation of monitoring in the wastewater system is set to reach over 50,000 measurement points by 2035 for regulatory monitoring alone.
