Sorry to say in my experience, expense budgets are barely enough to keep up with the three essentials; keeping your plant running, keeping your crib stocked and finally keeping your plant and people safe and compliant with safety and environmental regulations and standards. Capital is never assured even when it is part of an approved budget for the year. It can become the victim of a bad first and/or second quarter showing.
