When I was seeking my next promotion, throughout the process and training etc we would identify strengths and how we could continue to develop them but also what my weaknesses were and how we could work on them together. You don't want somebody to identify strengths and weaknesses and then leave it at that, you want them to then work on how to improve that. I also like to ask digging questions, "Did you build this (application/program/product) from scratch?", Were you leading the efforts? I also like to ask them what their ideal position is - most people play to their strengths when identifying what their next role should be. Pair that with resumes, and personality/technical assessments, will give you a well rounded view of a candidates strengths and weaknesses.
