Grateful to the Modernizing Foreign Assistance Network (MFAN) for organizing the briefing on Capitol Hill this afternoon on the catalytic role of innovation. As we face an era of stretched aid budgets but increasing global need, maximizing the social return of taxpayer investments is more critical than ever. And the packed room of staffers I think showed the demand from policy makers to hear what works best. Congressman Ted Yoho opened things by reminding us of the role of the U.S. International Development Finance Corporation in driving development through economic growth, a point expanded on with lots of interesting examples - like the use of impact bonds - by Dia Martin, CFA. And Alix Peterson Zwane reminded us of a key outcome that needs to underpin this goal: using innovative financing to create the actual jobs people need to prosper. Thanks Sasha Gallant for focusing on the importance of a “fail fast” approach so that we only scale what works, and don’t throw good money after bad. (I personally am baffled why the USAID DIV model of tiered scaling isn’t more widely adopted by funders). And Daniel Handel: God bless you for making USAID procurement rules actually engaging…reminding folks of the many tools that already exist to encourage more organic project ideas from the people on the ground doing the actual work (key to localization!). And of course, thanks Annette Brown, for your excellent moderating, allowing for plenty of questions, and Tod Preston for bringing the whole thing together!

New Impact Evaluation Brief: European Bank for Reconstruction and Development (EBRD)'s emergency response to the COVID-19 pandemic. The findings from 3ie’s latest impact evaluation provide valuable insights into the effectiveness of EBRD’s Solidarity Package, which aimed to bolster banks during the COVID-19 pandemic. Supported banks showed a significant increase in lending, with annual lending rising by €1.6B - a remarkable 8% growth compared to control groups. Despite this surge in lending, key performance indicators such as return on assets, equity, and liquidity coverage remained stable, indicating no adverse effects. World Children’s Day | 20 November 2024 World Children’s Day is a global occasion to advocate for children's rights and well-being, reminding us of the importance of creating equitable opportunities for every child to thrive. It’s a day to recommit building a better future for the youngest and most vulnerable among us. At 3ie, we focus on evidence that improves outcomes for children. Under our West Africa Capacity-Building and Impact Evaluation (WACIE) Program, we conducted a Rapid Response Brief on school feeding programs. The findings highlight how these programs boost attendance, and math and language scores, especially in contexts of high food insecurity, offering critical insights for impactful policymaking. New Publication Alert: Explore evidence-informed insights on empowering women’s collectives in India! 3ie’s latest working paper, Key learnings from one-year pilot studies under Swashakt, synthesizes crucial findings from five pilot projects across Bihar, Gujarat, Jharkhand, and West Bengal. Authored by Sujatha Srinivasan, Aishwarya Joshi, and Neha Parakh, the study sheds light on the barriers and enablers in setting up collective-based businesses focused on retail, farm-based inputs, value-added products, and non-farm enterprises. Key insights: Collective models foster resource pooling and can address structural constraints that restrict rural enterprises. Targeted interventions - training, market linkages, and investment in assets - show promise in building sustainable income sources for women. Ongoing gaps in evidence underscore the need for gender-responsive design in women’s livelihood programs. Funded by the Gates Foundation India, this paper is part of 3ie’s Swashakt: Empowering Women’s Collectives initiative, working towards enhancing female labor force participation and economic empowerment in India.
