About Infrastructure and Development The Infrastructure and Development Department is responsible for administering all infrastructure and development projects in the City. The department is the one-stop-shop for Developers entering the City to have projects reviewed through all phases, including Planning, Egineering, Traffic Control, Building Permits, Fire Marshal, and Construction Inspection. Position Summary The Construction Manager oversees the City’s capital construction program and inspection staff. Projects include infrastructure work in the City’s right of way and on City properties and developer construction of public infrastructure. The Construction Manager will also manage the City’s stormwater inspection program. This candidate will be responsible for all construction planning and contract management including estimating, schedules, payments, change orders, inspections, and close out. The Manager will supervise multiple construction inspection staff members. They will collaborate closely with engineers, city planners, surveyors, procurement staff, and City administration. Position also requires coordination with all authorities having jurisdiction. Preferred Education Degree in Construction Management, Engineering, or Architecture, or completion of trade program preferred. Preferred Experience Five (5) years experience working on capital construction projects with two years experience supervising construction management, inspection, or trade staff. Requirements/Certifications Certifications from CMAA, ACI, MAA, NICET, and related organizations are preferred. Valid Driver’s License. The Project Manager of Transportation works under general supervision and provides project management and technical support in all areas of transportation safety, concrete, streets, traffic operations and general transportation projects within the City of Salisbury’s utility easements and right-of-ways. This Includes the construction of bike facilities and infrastructure, speed limit reductions, directional changes, street name changes, removal of parking spaces, street closures and street abandonments. The Project Manager of Transportation acts as a liaison and provides support to outside agencies and Advisory Committees. Associate’s degree in Engineering, Construction Management or Planning. Bachelor’s preferred or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. At least five years of applicable and progressive experience in construction, construction planning, or construction inspection or equivalent training, education and/or experience.
