About us
CLARE is a flagship research programme on climate adaptation and resilience, funded mostly (about 90%) by UK Aid through the Foreign Commonwealth and Development Office (FCDO), and co-funded by the International Development Research Centre (IDRC), Canada. CLARE is bridging critical gaps between science and action by championing Southern leadership to enable socially inclusive and sustainable action to build resilience to climate change and natural hazards. Bridging the Gaps in Climate Change Adaptation | CLARE Programme workshop ICIMOD Nepal Development Research Institute (NDRI) | 8 October 2024 Thank you to 80 in-person and 80 on-line participants that came together to discuss the growing climate change adaptation gaps in Asia & potentials to bridge these. Nepal government officials underlined the need for reinforced action and support, as Nepal's devastating floods again showed: adapting to climate change is a need not a choice. Working together, build capacity, better understanding & international support, will be critical to achieve goals. After opening comments by ICIMOD International Development Research Centre (IDRC) Foreign, Commonwealth and Development Office Ambassador #UKinNepal, Madhu Marasini Nepal’s National Planning Commission spoke about the strength and vulnerability of the mountain ecosystem and need to increase climate finance and diplomacy to protect and restore that ecosystem. Hon. Juddha B. Gurung, Member, National Natural Resources and Fiscal Commission narrated personal experience of growing impact of climate change in Nepal, work to bring recognition and preparation amongst Nepali stakeholders, and Nepal's awareness raising in global fora. Dr Chandni Singh Indian Institute for Human Settlements sketched the growing climate adaptation gaps in Asia. She showed new data and evaluation of the effectiveness of cities' adaptation projects. Priorities for deepening work on adaptation: focus on health impacts, climate finance, work at sub-national levels, and forward-looking risk management. Popular Gentle, PhD former adviser to Nepal’s Prime Minister stressed the importance of and Nepal’s commitment to locally led adaptation. But significant gaps exist in implementation. He highlighted the need to enhance understanding intersectional vulnerabilities, support for innovation in development interventions and capacity, and blending local knowledge with academic research and evidence. Surendra Josh ICIMOD confirmed the growing adaptation (and implementation) gaps. Local solutions exist and are being piloted (such as in the HI-REAP program). Scaling and accessing finance for these innovations are a priority. The final session on closing the finance: Paul Watkiss & Blanche Butera stressed 'climate action is underfinanced and underprepared'. Current numbers underestimate private sector adaptation needs. The poor bear the burden and new financing models may make this worse. Closing the finance gap needs multiple approaches, will be challenging, but innovations exist. Mr Om Prakash Bhattarai, Ministry of Finance reiterated the large challenges in Nepal, need for external support and simplifying processes. Vivek Sen stressed governments need lead adaptation (finance). We need appreciate the incentives of private banks said Medinee Prajapati of Global IME Bank. Bedoshruti Sadhukhan stressed local development climate and development plans need to link to finance opportunities.
