Research programme aims to turn Ireland into data governance leader EMPOWER is a €10m multi-stakeholder research programme dedicated to the broad interdisciplinary field of #DataGovernance. It is funded by Science Foundation Ireland and industry partners. The programme brings together four world leading SFI Research Centres: Lero, the programme lead, Insight SFI Research Centre for Data Analytics, ADAPT Centre and FutureNeuro, and is coordinated by EMPOWER Director, Professor Markus Helfert. The "From Policy to Practice: Bridging the Gap" webinar yesterday brought together experts to explore the common gaps between policy creation and practical implementation, and how public and private stakeholders can collaborate to develop cohesive policies that not only define the "what" but also provide clear guidance on the "how" of implementation. Annette Denvir emphasised the importance of being bold when crafting policies, ensuring they are evidence-based to drive meaningful change. Her analogy of airspace was particularly striking, likening policy-making to navigating complex airspace—requiring clarity, foresight, and strategic planning, while emphasising the value of horizon scanning to anticipate future trends. Daniel Castro's Think-Tank addressed the challenges of global data policy, including legal, social, technical, and economic barriers, advocating for rethinking how data is collected and used to maximise its potential for good.  Eimear Farrell introduced the concept of "Data of/by/and for the people," stressing the importance of integrating AI, culture, and human input. Using the rainbow and bagel-hole analogies, she highlighted the need for diverse, inclusive governance frameworks to unlock data’s true value.  Erik O'Donovan closed by emphasising the critical role of AI literacy, as called out in the AI Act, to empower individuals and organisations to responsibly engage with AI technologies.  Together, these insights underscored the need for collaboration, innovation, and inclusivity in shaping a sustainable, data-driven future. It was a compelling reminder of the critical role evidence-based bravery plays in bridging the gap between vision and implementation. Looking forward to seeing how these ideas evolve in practice! He is a prominent voice on IT and Internet policy, including privacy, security, intellectual property, and e-government, with his work cited by major media outlets such as *The Washington Post*, *The Wall Street Journal*, and NPR. In 2013, FedScoop named him one of the “top 25 most influential people under 40 in government and tech,” and in 2015, U.S. Secretary of Commerce Penny Pritzker appointed him to the Commerce Data Advisory Council. Previously, Castro served as an IT analyst at the Government Accountability Office (GAO), assessing IT security at federal agencies, and as a visiting scientist at the Software Engineering Institute.
