About us
Established by Congress in 1924, the National Capital Planning Commission (NCPC) is the federal planning agency for America's capital. Through planning, policymaking, and project review, NCPC protects and advances the federal government’s interest in the region’s development. The twelve-member Commission provides overall planning guidance for federal land and buildings in the region by reviewing the design of federal and certain local projects, overseeing long-range planning for future development, and monitoring capital investment by federal agencies.

The opportunities are real: The Public Buildings Reform Board hosted a public meeting where we reviewed our nationwide work identifying and assessing underutilized federal buildings, and we took a deep dive into the massive opportunities in Washington D.C. Mr. Tony Williams from the Federal City Council spoke about the opportunities of today to rectify some of the planning decisions that seemed correct in the past; Mr. Joseph Ruocco from Skidmore, Owings & Merrill (SOM) presented a vision for a new Federal City; Ms. Anita Cozart from the D.C. Deputy Mayor's office for Planning and Economic Development described congruences between the opportunities presented by the PBRB and the City's vision, and the new GSA Public Buildings Service Commissioner Mr. Michael Peters shared initiatives within GSA to identify and shrink the portfolio. Marcel Acosta from National Capital Planning Commission confirmed their long standing planning commitment to the Federal City, and their view of the opportunities ahead. It was an interesting session, enlivened by the opportunities of Washington D.C. Slides are hanging on the PBRB website, in the reading room. The PBRB is working with GSA to understand which properties can be divested from the Federal footprint. At our meeting this week, the new GSA Public Buildings Service (PBS) Commissioner, Michael Peters highlighted the urgency with which his agency is seeking to identify dispositions.
