  • 📣 Today, Acting Emergency Relief Coordinator Joyce Msuya announced US$100 million from the United Nations OCHA-managed Central Emergency Response Fund (CERF) to support underfunded humanitarian crises in Burkina Faso, Burundi, Cameroon, Ethiopia, Haiti, Malawi, Mali, Mozambique, Myanmar and Yemen.     United Nations Assistant Secretary-General, Climate Crisis Coordinator for the El Niño Response

    Global temperatures are projected to breach the 1.5°C threshold for the first time this year. The stakes have never been higher. From increasing droughts and floods to worsening food crises or intensifying storms, vulnerable people who are facing now the consequences of climate change risk being left behind.   • Since 24 October, the #Philippines has been severely impacted by six successive tropical cyclones, with Super Typhoon Man-yi, locally known as Pepito, being the most recent. This powerful storm made two landfalls. The most affected areas were still recovering from previous cyclones, exacerbating the challenges faced by communities already in crisis. Over 9 million people have been affected cumulatively, and 1.4 million displaced individuals are now struggling with limited access to water, sanitation, nutrition, and healthcare. In response, the Emergency Relief Coordinator Tom Fletcher CMG has allocated $7 million from the United Nations OCHA-managed Central Emergency Response Fund for an urgent response to storms. This allocation is in addition to an earlier $3.5 million allocation for Cyclone Trami and builds on the extensive groundwork undertaken through #AnticipatoryAction over the years. It will allow humanitarian partners and the Government to immediately scale up their response to the needs of affected people. Together, we #InvestInHumanity.

    Each week I’m sharing updates with colleagues in the humanitarian movement. Working title - Humanifesto. Here’s the first one, split into two parts for word limit. Dear Humanitarian Community, Thank you for your warm welcome this week, for the encouragement and – most importantly – ideas on how we can work together to build a stronger humanitarian movement. I said in my arrival message that I would try to write each week. Here is the first attempt. It will evolve in response to your feedback on what you want more (or less) of. I had three days in New York, meeting Permanent Representatives and the OCHA team, and interacting with colleagues in country offices and frontline responders. I’m especially grateful to humanitarian workers in Gaza and Port Sudan for our discussions – my first calls in the job. They gave me a clear message on the need for protection of civilians, genuine partnership, and delivering on our commitment to ensuring local voices are at the heart of what we do. I also held calls with senior officials in Ukraine, where we have just passed 1,000 days of war. It was superb to see the OCHA NY team in action. I’ve heard so much about them, and they deserve the praise. Special thanks to my new PA, Rania, who has somehow kept all the plates spinning in a hectic week. I’m now writing this from my first mission, to Sudan and Chad. The top objectives are to scale up access to those we need to support, increase the visibility of the crisis, back our HCs and teams in country as they grip coordination of vital aid, and listen and learn. There has also been a chance to continue my predecessor Martin Griffiths’ trademark humanitarian diplomacy. The crisis is dire, with over half of the Sudanese population in need of help, and 20,000 people displaced every day, on average. In a camp for displaced people in Kassala, Sarah told me how she had to leave her hometown Sinja while pregnant and forced to flee three times, often on foot and while suffering serious complications. Tragically her baby passed away shortly after her birth. That’s why we need to do our utmost for people in Sudan. We have to keep Adre and other key crossings open, get more cross line delivery, build on progress on humanitarian flights, ensure our teams are properly resourced, and double down on humanitarian diplomacy. We passed a grim milestone this week, with the 281st death of a humanitarian worker this year, making it the worst ever. Behind that number are 281 people, each willing to take the risks to pursue the humanitarian mission. Their commitment and compassion have been met with bullets and bombs. I salute them, and everyone who heads towards the sound of gunfire, in order to try to stop it. I pay particular tribute to our OCHA colleague Sadig Adonso, killed this weekend in El Fasher, Sudan.   • In #Guinea, floods have affected over 175,000 people across 18 prefectures, causing extensive displacements and destroying key infrastructure, leaving many without access to basic necessities such as clean water, food, healthcare, and shelter. Vulnerable groups, including children, pregnant women, and the elderly face increased risks of disease outbreaks, malnutrition, and lack of access to education. In response, the new Emergency Relief Coordinator Tom Fletcher CMG has made his first allocation of $2.5 million from the United Nations OCHA-managed Central Emergency Response Fund for an urgent response. This CERF allocation helps to meet the urgent needs of approximately 60,430 people in remote and underserved areas (Guéckedou, Mandiana, Kankan, Siguiri, Kouroussa) in the following priority sectors: Health, Food Security, Education, and Water, Sanitation and Hygiene (WASH).     Today I start my new job. Here is my arrival message: Dear Humanitarian Community, I am sending this from the airport, en route to NY. I am respectful of the task ahead, full of admiration for the work you do, and determined to support and serve you with kindness, curiosity and courage. My first priority in my initial period is to listen. The team will be sharing details of gatherings where I hope to learn from you, and questions I want to discuss. My first calls on taking office were to NGOs in Gaza and Sudan: the voices of those we serve will be at the heart of all we do. We have scheduled an early IASC. In these first weeks, I will spend over half my time in Africa and the Middle East. My aim is to maintain this rhythm of being present on the frontline. I will go anywhere, talk to anyone, to get the job done. My second priority in these early weeks is to ensure we are as efficient as we can be. We are overstretched, underfunded, under attack. We are here to keep people alive and provide protection. We must take on anything that is an obstacle to that, including where our own processes get in the way of delivering. I am grateful to Jan Egeland and Joyce Msuya for agreeing to lead a four-week mission to tackle unnecessary activity and bureaucracy. I have asked them for concrete proposals to get the system leaner and faster. As part of working together as a movement, I will launch the Global Humanitarian Overview in early December, showing where people are in greatest need: this will shape my priorities. I have asked my team to prepare a weekly Humanitarian Dashboard, highlighting the most significant crises on my desk, and the practical outcomes we seek. We will measure impact not just by funds raised or meetings held, but lives saved. My third priority is to be open and outspoken about the humanitarian values for which we are fighting. We must win afresh the argument for international solidarity. We must call time on the era of impunity: end attacks on civilians and aid workers; and hold perpetrators to account. We must call time on the era of indifference: support people in need, with resources and influence. I am not here to find new adjectives for the scale of the challenge, but to set out facts. I will share a weekly bulletin/video, to take the message to new partners and allies. My fourth priority is to explore how we can be more innovative and inclusive. I need your ideas on how we can be more representative of those we serve, and will be modeling this in the way we convene. I plan to recruit an adviser on the future, to explore how technology can enhance our humanitarian work, and where we can get better at anticipating the next crises. I will say more about this work in early 2025. I know from you that the system is at breaking point. But we will not let it break. I do not doubt how tough the work will be. But I start with hope, because our movement is strong and our cause is mighty. My best, Tom
