National and city administrations across Europe are introducing tourist taxes (also known as visitor levies). Closer to home, both Scotland and Wales are implementing national tourist tax policies which give local authorities the power to introduce charges. Our Director Dewi Knight hosted a research-policy masterclass by Professor Tom Crick today – as part of the ESRC Research Leaders Network programme. Professor Crick is Chief Scientific Adviser at the UK Government’s Department for Culture, Media and Sport, and Professor of Digital Policy at Swansea University. Tom gave a fascinating talk about navigating the research-policy world, the importance of clear communication and what it means to be a leader in government, universities, and academia. Yesterday, I was lucky enough to attend the Inclusive Growth Conference 2024, hosted by the Centre for Progressive Policy at The Royal Society in London. #IGConf24 It was great to hear from MPs, foundations, and businesses alike that there is a mutual aim to increase equality in growth outcomes, and not lose sight of this in GDP figures. Some key ideas I took from the day: 🏙️ Local Devolution. There was huge enthusiasm around local policy decision-making and implementation, with the Minister for Local Government and English Devolution addressing current progress towards a standard model for devolved power within UK nations. 🧾 Accountability and Power Sharing. Some speakers felt the need for leaders and citizens alike to take more accountability for the policy changes they want to see. There might be friction in de-centralising powers, but where this does happen, there needs to be clear structures for accountability in place. 🗺️ Security and Regional Equality. For workers, policymakers and businesses alike, choices about where to live or invest vary depending on ambition, place-based resources and a sense of choice security. To face the current productivity problem, more local resources and support might give people more choice in where they live, work and invest in the UK. ⏰ Local Opportunities to Act. Panellists spoke about how local decision making and accountability could give today's 'impatient electorate' more power to act where they live. Opportunities to trial more policies at a local scale could also benefit policy learnings for other regions or for the UK at scale. We held the third in our series of roundtables in beautiful Belfast yesterday. A rich, informed and challenging discussion was held - a report will follow but already some strong themes emerging. 🧮 statistics need to reflect reality of people crossing border for work and travel 🙏🏾 hope for new Stormont administration, but importance of scrutiny of those in power 👩🎓 skills agenda needs to be rooted in discussion with business and research community 🏛️ governments and parliaments must learn from each other with a focus on improved intergovernmental relationships. A huge thanks to those who gave up their morning to spend with the team, and to the wonderful The Open University in Ireland for hosting us.
