About us
The Redlich Horwitz Foundation (RHF) invests in transformative strategies that ensure children and families can thrive together in well-resourced communities across New York. We support partners and movements dedicated to opposing oppressive surveillance tactics that system-involved youth and parents say fracture and harm their families. We call for the expansion of community-driven supports that keep New York families intact and ensure that the small percentage of children at risk of physical harm remain safe and supported. GRANTMAKING STRATEGY: RHF’s funding portfolio reflects the priorities voiced by people and communities most affected by the child welfare system. ⚠️ New Report: Trapped in Transition: The State of Supportive Housing for Former Foster Youth in New York City As the first of its kind to directly survey youth in supportive housing, this report from Next100 amplifies youth voices and brings their experiences to the policy table. The report reveals harsh realities faced by youth in supportive housing, from unreliable heating and infestations to safety threats and neglected living conditions. Many are placed in high-poverty, high-crime neighborhoods, reinforcing challenges in finding stability. This report highlights the emotional and psychological harm caused by these conditions and calls for urgent policy changes, including prioritizing youth needs in housing placements. This November, the United Way of the Greater Capital Region is hosting a panel discussion (11/18) ahead of a New York Can End Child Poverty rally at the Capitol (11/19) to advocate for expanding direct cash transfer programs and policies that help financially struggling New Yorkers afford the basic essentials they need to take care of their families. 📢 IMPACTED COMMUNITY MEMBERS CALL OUT UNJUST SCR PRACTICES: On 10/9, representatives from several RHF partner organizations testified before the NYS Assembly at a hearing focused on consequences of false accusations and over reporting to the Statewide Central Register of Child Abuse and Maltreatment (SCR). This hearing was prompted by the No Filter report released in March 2024 by RHF grantee the NYC Family Policy Project. System-impacted parents shared their experiences of how current SCR practices lead to unnecessary, invasive investigations, while policy analysts and researchers presented compelling data, including that New York State has a significantly lower screen-out rate compared to the national average. Partners also offered insights on potential solutions to mitigate adverse outcomes for families historically affected by unwarranted investigations. Professor Dorothy Roberts granted McArthur Fellows “Genius Award” Another fellow, Dorothy Roberts, a legal scholar and public policy researcher focused on racial inequities in social services, said she appreciated receiving the fellowship after spending decades writing about topics — such as the prosecution of pregnant Black women for using drugs, which she argues is inherently unjust — that other scholars considered inappropriate. “I started this work in 1988,” said Roberts, a professor at the University of Pennsylvania’s law school and the author of books including “Shattered Bonds” and “Torn Apart,” both about institutional racism in the child welfare system. “To get this kind of recognition is very gratifying.
