The Induction Pack comes as a guide for new entrants to SCAR groups, as members of one of the various Strategic Working Groups (SWGs), Collaborative Working Groups (CWGs) or Task Forces (TFs) established under the SCAR umbrella. About us
Our vision is for a strengthened SCAR within the European Research Area. RefreSCAR is an EU-funded Horizon Europe project providing targeted support to the Working Groups (WGs) of the Standing Committee on Agricultural Research (SCAR). SCAR is a long-standing committee in the area of food, agriculture, fisheries, forestry and the wider Bioeconomy enshrined in the architecture of the EU since 1974. It brings the European Commission, EU Member States, Associated and Candidate Countries together with the aim of sharing information on research priorities across Europe and coordinating investments at the national and EU level. SCAR has become a cornerstone of R&I cooperation in Europe in this area, unmatched in other thematic domains. The RefreSCAR project brings together a consortium of 18 partner organisations from across Europe. It will provide targeted support to the SCAR WGs in order to: - strengthen their strategic functioning and capacities in order to facilitate the improved coordination of national and European R&I programmes - provide robust scientific support through portfolio analysis of projects and expert studies - increase participation amongst countries that are not currently active in SCAR WGs - boost the visibility of SCAR - support foresight activities to assess potential future developments in these sectors - connect researchers, policymakers, farmers and other practitioners so that research can better contribute to policy and practice. The outcome will be more impactful SCAR WGs that are better resourced and empowered to deliver strategic advice, contributing to a strengthened SCAR within the European Research Area.

📣 Last 5th and 6th November 50 participants, from 16 countries, attended the workshop 'From national strategies towards a common vision of livestock farming in Europe' at INIAV, IP - Instituto Nacional de Investigação Agrária e Veterinária headquarters in Oeiras, Portugal. This workshop was organised by the SCAR Working Group on Sustainable Animal Production (CWG SAP), and was supported by RefreSCAR. After presentations from DG AGRI on the European livestock sector and from the Strategic Dialogue on the future of EU agriculture, national approaches to the future of livestock farming were presented from Portugal, Finland, Denmark and Ireland. The discussions focussed on four topics: - GHG emissions - Biodiversity - Circularity - Resilience. 🎯 During the workshop, those elements of a vision agreed on by all participants (the 'common denominator') were identified for the four topics. Great news from the joint event by Teagasc and the European Commission Representation in Ireland! The 2nd Call for Expressions of Interest under the SCAR-Engage Programme was launched 🚀 The SCAR-Engage Programme is an initiative designed to boost the engagement of European countries in the Working Groups (WGs) of the Standing Committee on Agricultural Research (SCAR). It has been developed within the RefreSCAR project, and is overseen by a team led by Foodscale Hub in Serbia. It aims to empower new SCAR WG members, especially those from countries that are under-represented or less visible in SCAR, with knowledge, supports and connections to enable their active participation and smooth integration into WG activities. 🧭 📝 In the first year of the programme, new SCAR WG members from Bulgaria, Greece, Iceland, Poland and Romania have been brought on-board. 📣 The second call will launch later this month inviting applications from other SCAR Member Countries. A unique event, Collaborating for Impact: Ireland and Europe working together on agri food research was jointly hosted by Teagasc and the European Commission Representation in Ireland, today, Monday, 11 November. ℹ️ SCAR Collaborative Working Group on Animal Health & Welfare has launched an important new Report! 📄 🛑 ⚠️ The highly pathogenic avian influenza (HPAI) H5N1 virus presents a significant threat to the health and welfare of animals. RefreSCAR was delighted to present an update from the project at yesterday’s SCAR Steering Group meeting, its 100th meeting! #SCAR has existed since 1974 and built strong cooperation between the EU Member States, Associated Countries and the European Commission in the decades that have followed. I welcome the own-initiative opinion from the European Economic and Social Committee adopted in its agriculture and environment section with the title “Aligning the circular economy and the bioeconomy at EU and national level”. With this opinion, the Committee: ▶ stresses that coherence is needed with #EUGreenDeal, sustainable #development commitments, the #CircularEconomy and broader climate and #biodiversity targets. A robust bioeconomy will complement progress made on circular economy and will allow for competitive growth within planetary boundaries consistent with sustainability; ▶ finds that the opportunity for the EU to be a global leader should be capitalised on with a highly ambitious, coherent #bioeconomy strategy. Well-paid sustainable jobs, including in rural and remote regions, should be maximised. Existing technology can be used to bring urgently-needed products and services to the market; ▶ is of the opinion that the EU needs a clearly-defined definition of bioeconomy in order to explicitly emphasise its link to the circular economy and its potential as a tool for delivering on sustainable development. Glad to see that there is inter-institutional support for this important initiative and looking forward to the EESC plenary vote on 23/24 October. Stay tuned for more! #EUBioeconomy 🔗
