REFORM Alliance aims to transform probation and parole by changing laws, systems and culture to create real pathways to work and wellbeing. REFORM is bringing together business leaders, advocates, and bipartisan coalitions of policymakers on common-sense solutions to transform probation and parole, dramatically reduce the number of people needlessly trapped in the criminal justice system, and dramatically increase the number of people moving from supervision to work and wellbeing. Our vision is a justice system that holds people accountable and redirects back to work and wellbeing. Instead of keeping people trapped in a revolving door from probation/parole to prison — which costs taxpayers billions of dollars — we’re working to move people from the justice system into stability. Right now, a single technical violation from years ago—like missing a meeting or a curfew—can block people from expungement, keeping them from jobs, housing, and opportunities. SB 432 changes that. “Would we prevent a student from graduating because of one missed meeting in their freshman year, even if they excelled afterward?” Haney stated. “I hope not. 🚨 The Virginia Senate UNANIMOUSLY passed #SB936—bringing us one step closer to a probation system that rewards hard work and real rehabilitation. By a 40-0 bipartisan vote, lawmakers said YES to a smarter, fairer approach that incentivizes success for the 53,000+ Virginians on probation. This bill—championed by REFORM—creates a system that rewards progress when people: ✅ Hold down a steady job ✅ Earn a degree or certification ✅ Complete mental health or treatment programs ✅ Secure stable housing & health insurance This vote proves that real reform is possible when we prioritize safety, stability, and second chances.
