🌍🌿 Reflecting on #COP16 and the End of a Remarkable Journey 🌿🌍 After two intense weeks in Colombia, the CBD COP16 officially concluded on November 2nd, marking another milestone in advancing the implementation of the Kunming-Montreal Global Biodiversity Framework (#KMGBF). This also marks the conclusion of our Post2020 Biodiversity Framework - EU support project. Over the past six years, we’ve worked tirelessly to support global #biodiversity goals, and we are incredibly proud of the progress we’ve made together. During #COP16Colombia, we had the privilege of coordinating activities not only at the #EUPavilion but also across impactful venues like the Faith Hub, Women Hub, UN Hub, and Place Québec, alongside official side-events, the Science Policy Forum, and various press conferences. The 16th Conference of the Parties of UN Biodiversity #COP16 concluded without a formal closing, as it was suspended due to a lack of quorum in the plenary. The conference will resume at a later date. 'Peace with Nature.' This is the theme of the Convention on Biological Diversity Conference of the Parties #COP16Colombia starts this week. The world is calling to reflect on how to improve our relationship with the environment and to rethink an economic model that prioritizes nature-positive development. Historic strides were made at the recent COP16 in recognising the role of Indigenous communities and setting ambitious biodiversity targets. As anticipated, the concept of “nature positive” was a significant focus, emphasising the need for actions that lead to the improvement of biodiversity, ecosystem resilience, and overall environmental health. This approach aims to halt and reverse the loss of nature by 2030. Several significant agreements were reached: 1. Empowerment of Indigenous Communities: COP16 recognized Indigenous Peoples and people of African descent as key stewards of biodiversity. A new subsidiary body was established to ensure their participation in decision-making processes. 2. Nature’s Genetic Data: A global fund was created to collect economic resources from the use of digital sequence information (genetic codes from organisms). Companies using this information must allocate part of their profits to this fund, which will support Indigenous communities and biodiversity conservation. 3. Biodiversity Protection: Commitments were made to protect 30% of the Earth’s land and 30% of degraded ecosystems by 2030, continuing efforts from the Kunming-Montreal Global Framework for Biodiversity. However, the lack of agreement on financing and monitoring mechanisms highlights the challenges ahead in implementing these commitments: 1. Financing Model: There was no consensus on a financing model to support the biodiversity protection plan. It is estimated that $700 billion is needed to implement the framework, but delegates could not agree on how to raise and manage these funds. 2. Monitoring Mechanism: A mechanism to monitor the progress of countries in complying with the biodiversity protection roadmap was not finalized. Discussions were suspended due to the lack of negotiators present to reach an agreement. Niche plays a significant role in promoting nature-positive outcomes in Australia. 🌍❓COP16, the sixteenth UN conference on Biodiversity, wrapped up in Cali, Columbia last week - but what is COP16, and what are the key objectives behind the Convention on Biological Diversity?❓🌍 🐞 COP16 is the sixteenth meeting of the Conference of the Parties (COP) for the UN Convention on Biological Diversity, which entered into force on 29 December 1993. 🐜 The Convention has three main objectives: The conservation of biological diversity The sustainable use of the components of biological diversity The fair and equitable sharing of the benefits arising out of the utilisation of genetic resources 🐛 The COP the governing body of the Convention, and is composed of representatives of member states that are parties to it. As negotiations at CBD #COP16 focus mainly on improving public financial flows for biodiversity from developed to developing countries, many discussions organized by NGOs, companies and research organisations in parallel explore how the private sector can contribute. What is at stake here is that private finance flows reach those who look after biodiversity on the ground or on the waters. 🌄 🌅 Beyond fulfilling important commitments in terms of CSR, this also means for businesses to secure a safe operating space for the future. 💹 As sketched out by the International Advisory Panel on Biodiversity Credits, among others, biodiversity credits are instruments that can play such a role. 🌍 COP16: Financing Global Biodiversity Protection 🌿 At COP16, securing funding for the Global Biodiversity Framework Fund (GBFF) took center stage, but contributions still fall short of the ambitious goals. Key points include: 1. Insufficient pledges: 💲 Eight countries—including the UK, France, and Germany—pledged $163 million to the GBFF, yet this is still far from the $20 billion annual target set for 2025 at the COP15. 👎 With a total of only $400 million secured, there is significant ground to cover to meet the framework's goals. Also, private companies are still absent from the GBFF, and that must change according to some experts. Read more here and here. 2. Calls for an equitable funding mechanism: 💰A group of developing pushed for a new and inclusive funding model to ensure accessibility and transparency. This proposal has met resistance, as some donor countries are concerned about fragmenting biodiversity finance efforts and multiplying funds. Learn more. 🎯 Regarding biodiversity protection, world leaders reaffirmed the importance of safeguarding 30% of terrestrial and marine habitats by 2030 (the 30 x 30 Target set in Montreal). However, the areas currently protected are not sufficient, and ambitious action is still needed to reach these goals. 🍃 COP16 represents a crucial opportunity to turn pledges into action. COP 16 Biodiversity is well underway and its prime impact is (should be) on policy worldwide. New and better policies around biodiversity. And hopefully science-based policies. But can we measure the impact of science on policy? One way is to measure the citations in policy documents to scientific publications - see the figure below. We see that biodiversity research has three times more impact on policy than research across all disciplines. Research from Europe and the US & Canada has the highest impact on policy while East Asia (mostly China) has the least impact on policy. Discussions focused on aligning biodiversity conservation with climate change mitigation through ecosystem-based adaptation strategies and social safeguards. We are excited to inform our partners and wider network about an ongoing dialogue process focused on integrating a human rights-based approach (HRBA) into the core of biodiversity and climate action that Focali is supporting the organizing team via #Focalimember Stephen Woroniecki. In collaboration with partners such as UNDP, UNEP-WCMC, UNESCO, SwedBio, SGI and CDKN, we are guiding a series of workshops and a multi-actor dialogue seminar right before #COP16. These initiatives seek to enhance understanding, gaps and capacity-building around HRBA implementation in biodiversity and climate action, aligning with the Kunming-Montreal Global Biodiversity Framework also known as The Biodiversity Plan as well as other international agreements.
