BUILDING SAFETY Introducing the Principal Designer Building Regulations Register The Principal Designer Building Regulations (PDBR) register has been launched to ensure building firms are competent and compliant with new regulations. The register has been designed as a resource for identifying qualified designers to meet the standards required to uphold the safety, compliance, and integrity of construction projects. Launched by the Association for Project Safety (APS), the PDBR Register enables practitioners to formally demonstrate their competence in fulfilling the newly established duty-holder role under the Amended Building Regulations England, in line with PAS 8671. Mark Snelling, APS President, said: “The launch of the Principal Designer Building Regulations Register is a pivotal step towards reinforcing the competence and accountability of professionals within our industry. It not only provides a reliable means for practitioners to validate their skills but also offers clients peace of mind in meeting their statutory duties.” Any practitioners listed on the PDBR Register will have undergone stringent assessment processes, confirming their capability to perform the Principal Designer role as mandated by the updated Building Regulations. The APS hopes the new register will help clients confidently demonstrate adherence to their legal obligations and, overall, enhance safety and compliance within the construction sector. The International Labour Organization statistic reveals that construction workers in different developed countries are 3~4 times more likely to die from accidents at site compared to workers in other industries. In the developing world, there is a higher risk (3~6 times more) of death linked with construction work in developing countries. A minimum 4% of the world GDP are spent on matters arising from poor OS&H practices. Does the world need #leanconstruction? In a perfect world we would not need it. Why? In a perfect world we do not need to tell people to respect each other, to look for opportunities to maximize value while minimizing waste, to continously improve. In a perfect world we would not need to tell people to organize they project sites, to use visuals, and color code things. In a perfect world we would not need to teach people how to properly plan, how to organize their projects by zones, how to do lookaheads, how to manage deliveries and supply chains. In a perfect world we would not need to teach architects and engineers how to collaborate, how to design towards a target cost, how to make group decisions, etc. If you think about it carefully lean design and construction should not exist in a more perfect world. In a more perfect world, people would realize this for themselves and the educational system would teach these skills. We live in a far from perfect world so we need lean design and construction philosophies, principles, methods, and tools to help us in managing projects and in self development. Eventually after hundreds of years (if you manage to live that long), you would transcend lean design and construction. It would no longer be necessary as the knowledge and wisdom is embedded into your biology. It would become just “common sense” for you after a while. But we live in a non perfect world where people's lives and careers only last a few decades. So in that short time frame we need to give them tangible guidelines and safety rails that they can use. It's far from ideal but it does produce tangible results and helps people make continuous improvement. It’s not the perfect prescription but it’s the best one that we have currently. So the short answer is that we don’t need #leanconstruction and yet we also need it more than ever.
