☑️ The News: June 19, 2024 - Indiana Department of Child Services (DCS) has announced an increase in financial support for families who foster and then adopt children from the foster care system. The Summary: Effective immediately, families fostering children in Indiana will receive a higher stipend, aiming to alleviate some of the financial burdens associated with fostering and adoption. This increase is designed to encourage more families to consider fostering with the intention of adoption, providing a more stable and supportive environment for children in need. The Impact: This policy change is expected to significantly improve the quality of life for foster children by ensuring they have access to necessary resources and support. It also aims to reduce the number of children in the foster care system by making adoption a more feasible option for foster families. With increased financial assistance, families can better provide for the health, education, and general well-being of foster children. Neglect constitutes to almost 70% of the reasons children enter foster care. Neglect often stems from systemic issues such as poverty, lack of access to resources, and social isolation. Family separations also disproportionately impact families of color (Kim, 2021). By addressing the root causes of neglect, we can prevent unnecessary family separation and keep children with their families where they belong. For young people experiencing foster care, life is anything but ordinary. Typical worries and fears – meeting a deadline for a class assignment, winning Saturday’s game against a rival, getting asked to the school dance – are eclipsed by the realities they face, beginning with the upheaval of being removed from their homes. Here's the stark reality: children who’ve experienced foster care are two times as likely as US war veterans to experience PTSD as adults. One in four young people aged 16-17 years old have attempted suicide. The toll of adverse childhood experiences is staggering, with a 60% increase in suicide risk for each additional trauma. Forrest Lang, author of Angel Blue Book, veteran, and former foster youth shares this incredible story of reuniting with the brother and family he didn’t know that he had. National Reunification Month, observed annually in June, recognizes the people and ongoing efforts around the country that help families stay together. It is also a time to recommit to strengthening, improving, and increasing those efforts all year long. This year’s theme, "Reunification: Shifting Power and Reconnecting Families All Year Long," focuses on: 1) When children cannot safely remain with their parents and need to enter foster care, reunifying them with family remains the primary goal. 2) Authentic, equitable family engagement and integrating the voice of children, youth, and families into the case planning and court processes. 3) Enhancing birth parent-foster parent partnerships to improve the foster care experience for children, youth, and parents when a child’s removal from the home is necessary and to support reunification. Adoption is a social, emotional, and legal process through which children become full and permanent members of another family, giving the new parent(s) the same rights and obligations as biological parents. Adoption is also multifaceted, occurring in different ways to meet the specific needs of children. For example, kinship adoption by blood relatives or fictive kin who have an emotional connection with the child is one way for Virginia’s children to stay connected to their family, culture and traditions. Foster parents in Virginia also often become forever families to children and have adopted over 60% of our youth in foster care. In Chance Orphanage , we prioritize reunifying children with their families whenever possible, and finding kinship caregivers or new, loving families for children when reunification is not possible.
