📜 🔔 Governance Lab in partnership with International Water Management Institute (IWMI), FMIST Nepal & NEFIWUAN organized expert consultation on the Water Bill 2024. As the bill undergoes clause-by-clause review by the Infrastructure Development Committee, its ambition to transform water management under federalism has raised concerns. Critics argue the bill overlooks the traditional roles of local communities in water stewardship and doesn’t fully align with constitutional rights for local governance. Recent consultations with experts flagged issues, from unclear definitions to overlapping roles across government levels, and emphasized the need for climate resilience. Key recommendations call for amendments that would empower communities, enhance coordination, and address potential water conflicts. Read on to explore how this pivotal bill could shape—or complicate—Nepal’s path to sustainable, inclusive water governance. 🔗 For full read- https://lnkd.in/dS3i9zEn Nisha Onta Sumitra KC Daayitwa CGIAR #govlab #iwmi #FMIST #NEFIWUAN #nepalwaterbill24 #climateresilience #constitutionalrights #waterconflicts #nepaliarticle #goovernancelab #CGIAR

The results of the (2023) Inspector-General of Water Compliance’s (IGWC) annual Community Sentiment Survey reveal growth in confidence towards water management but a need for more community education on the Murray-Darling Basin. The Inspector-General of Water Compliance, the @Hon. Troy Grant, commissioned the report by ORIMA Research to monitor community and water license holder sentiment towards the Basin Plan (2012) (Cth). “It’s a report card on the IGWC; I have to be accountable to the Australian public if I'm holding people to account as an integrity agency,” said Mr Grant. “The report shows the value of an independent oversight body for water management is being recognised by communities Basin-wide.” “I’m listening to what the community has to say and am prepared to act on the key lessons highlighted through this report for areas to work on, it’s critical we learn and improve.” The survey was undertaken at the end of 2023; a time of public debate around water legislation amendments against the backdrop of a charged water system not in drought. Sentiment of water licence holders towards Basin water management and the Basin Plan declined, although overall awareness of the Plan increased. However, substantial gaps in understanding remain. The survey shows 73 percent of the community not realising they live in the Basin compared to 77 percent in the previous survey. The ageing and poorly maintained water infrastructure in KwaZulu-Natal has led to frequent supply interruptions and quality issues, leaving industrial companies struggling to mitigate these water risks. While companies are responding individually, many of these challenges are beyond their control. A more collaborative, catchment-wide approach is needed to build resilience among all stakeholders, says Tamaryn Hale Pr. Sci. Nat Reg. EAP (EAPASA), a principal environmental scientist at SRK Consulting’s Durban practice. The water stewardship framework developed by the Alliance for Water Stewardship (AWS) offers a collaborative model that considers not just a company's on-site conditions but the broader water challenges in the entire catchment area. This holistic, multi-stakeholder approach is crucial to effectively addressing the complex water-related issues facing industrial companies in the region.
