The delegation of association leaders met with representatives of the European Committee of the Regions and discussed specific tools for involving local governments in the negotiation process. According to Aleksandra Dulkiewicz, Chair of the CoR Working Group on Ukraine, an important step should be the establishment of the Joint Consultative Committee: “During the next mandate, I would really like not only to recreate the Working Group, but also to create a Joint Consultative Committee (JCC) for Ukraine here in the Committee of the Regions. This may not be more powerful, but it is certainly more substantial. For example, we have JCCs with Montenegro, Serbia, Macedonia and other countries." To maintain parity, the JCC consists of an equal number of representatives of the European Committee of the Regions and representatives of local government associations. For example, the JCC Montenegro has already had 16 meetings since 2019. These meetings are a vital link between the EU institutions and local authorities in the EU candidate countries. It is a platform for dialogue and consultation, as 70% of EU policies are implemented on the ground. The Joint Consultative Committee should be established in Ukraine as soon as possible. In particular, this is why Cities4Cities organized an advocacy visit of the leaders of Ukrainian local government associations to Brussels as part of #EURegionsWeek, with the support of the Swedish flagship Polaris Program “Support to Multi-level Governance in Ukraine". 🤝 On the invitation of the EU Delegation to Ukraine and USAID/Ukraine, a coordination meeting took place between the projects "Ukraine—Governance and Local Accountability (HOVERLA)" and U-LEAD with Europe, highlighting both projects' vital roles in decentralisation! Cooperation on support for legislation and key strategic documents in the areas of decentralisation and regional development was discussed, and both sides reaffirmed their commitment to joint initiatives. Taking into account wide local coverage of both projects, they committed to cooperation at the municipal level as well. #RomeStatute ratification would be a perfect follow-up to the 9th EU-Ukraine Human Rights Dialogue that took place in the end of April, 2024! ✅ The importance ratification is reiterated in the press-release of the event, as one of the steps to ensure accountability for grave crimes, committed in the course of the war. (https://lnkd.in/d8_DCDBk) We couldn`t agree more! During the pre-Dialogue Consultations held by the EEAS in Kyiv, multiple members of Ukrainian civil society noted that this is a necessary action to be made. Yet one that still is not a real priority, particularly within the framework of the Ukraine`s path towards joining the European Union, despite the fact that Rome Statute ratification is one of EU-Ukraine Association Agreement. Press releases of 8th`s and 9th`s Dialogues (annual events taking place as per the Association agreement) share a lot of similarities. The key difference is probably a paragraph in the 2024 Dialogue press release, referring to historic decisions to grant Ukraine candidate status in June 2022 and to open accession negotiations in December 2023. 🙌 Let`s hope the next year Human Rights Dialogue`s press release will be recalling an even greater progress towards EU membership, and ratification of the Rome Statute will be one of the steps, enabling it. 👉 Join the statement: https://lnkd.in/e_YXt-kU

The ICJ’s favorable Advisory Opinion on Kosovo’s declaration of independence did not buttress Kosovo’s aspirations for wider international recognition and entrance into the UN because the ICJ’s Advisory Opinion could not shift the political priorities of influential states that do not recognize Kosovo. Considering the aftermath of the ICJ’s Advisory Opinion, the consequences of the Dayton Peace Agreement (DPA) in Bosnia and Herzegovina (BiH), and the stalemate in the implementation of the 2013 Kosovo-Serbia Brussels Agreement, this analysis evaluates the current political crisis in Kosovo and BiH and advances the following arguments. Firstly, although the ICJ explicitly rejected any resemblance between Kosovo’s independence and the potential independence of the Republika Srpska (RS) entity in BiH, the RS became a bargaining chip for Serbia. Secondly, implementing the Brussels Agreement and creating the Community of Serb Municipalities (CSM) will not improve Kosovo’s full international recognition and inclusion in international organizations. Finally, given the experience of the constitutional recognition of the RS entity in the DPA, the potential establishment of CSM in Kosovo will further limit Kosovo’s institutional functioning. In effect, the CSM would be an additional limitation of Kosovo’s sovereignty because the CSM cannot improve Kosovo’s recognition by other states, but it can limit its internal governance, ultimately protracting the conflict in Kosovo.

This November 20-21, 2024, the European Committee of the Regions held its 163 Plenary Session, with a discussion that featured contributions from Vasco Alves Cordeiro, President of the European Committee of the Regions, Roberta Metsola, President of the European Parliament, Ursula von der Leyen, president of the European Commission and former presidents of the European Committee of the Regions. 🗣 Metsola mentioned the words of Mrs Maddelena Alberti, Executive Director Association for the Local Democracy Agency Zavidovici - laureate of the Mayor Paweł Adamowicz Award 2023: “Local Democracy Agency Zavidovici’s change is the result of a constant long-term commitment. And in our 30 years of joint commitment – continues Metsola – we have seen so much change for the better. So I very much look forward to the next three decades of cooperation and success!” This recognition is a testament to the dedication and commitment of our members and partners, whose support drives our shared success. Egypt regrets the inability of the UN Security Council to issue a resolution enabling the State of Palestine to be admitted to full membership of the United Nations ————————— In a statement issued by the Ministry of Foreign Affairs on April 18, 2024, the Arab Republic of Egypt expressed its deep regret following the inability of the UN Security Council, against the backdrop of the United States’ use of its veto, to issue a resolution enabling the State of Palestine to be admitted to full membership of the United Nations. This comes at such a critical timing in which the Palestinian cause is at a crossroads, entailing states to shoulder their historical responsibility by taking a position in support of Palestinian rights, and creating a genuine political horizon for relaunching the peace process, with a view to a definitive settlement of the Palestinian cause on the basis of the two-state solution. Egypt affirmed that recognizing the Palestinian state and admitting it to full membership of the United Nations is an inherent right of the Palestinian people, who has endured the Israeli occupation for more than 70 years. As well, this is considered as an important step on the path towards implementing the provisions of international law and agreed international legitimacy resolutions to establish the two-state solution, and preserve the legitimate and inalienable rights of the Palestinian people, stressing the necessity of fully enabling the Palestinian people to exercise all its legitimate rights. Egypt also considered that obstructing the approval of the right of the Palestinian people for their state to be recognized contradicts the legal and historical responsibility placed on the international community for putting an end to the occupation and reaching a definitive and just solution to the Palestinian cause. The Arab Republic of Egypt called on the international peace-supporting parties to recognize the Palestinian state, and to adhere to the required responsibility under the current circumstances to restore hope in reviving the peace process based on serious foundations leading to the establishment of the independent, viable, and territorially contiguous Palestinian state on the 1967 borders with East Jerusalem as its capital, living side by side with Israel in peace.

Today marks a significant milestone for Albania as we officially opened the Fundamental Cluster with the EU—a historic step toward substantive dialogue on our EU accession negotiations. 📌 This intergovernmental conference came 6 years after the European Commission issued an unconditional recommendation to open accession negotiations with Albania in 2018, showcasing that EU enlargement is a complex process linked with the absorption of capacities of EU itself, domestic agendas of the Member States, and geopolitical landscape. 📌 The decoupling from North Macedonia was not easy, but grouping countries in EU accession talks is not fair and goes against the merit based principle of accession. 📌 The justice reform in Albania and the outstanding performance of the Albanian administration during the bilateral screening with EU has demonstrated the capacities of the country to enter into this stage of accession and the readiness of the country to entail hardcore reforms for the sake of EU accession. 📌 However, the process will be credible and not just ceremonial if the QMW is removed during the accession talks, if all clusters are opened simultaneously and more funds are given for the region to accelerate the fundamental reforms and support the digital and green transition.
