The safety of the trucks on European roads is in the spotlight after Euro NCAP - For Safer Cars, Vans & Trucks today revealed the first set of results for its brand-new TRUCK SAFE assessment programme. This is the very first time that heavy goods vehicles (HGVs) have been tested for safety. Out of nine trucks assessed, Volvo Trucks FH Aero and FM models both earned a maximum five-star ⭐⭐⭐⭐⭐ rating, while IVECO’s current S-WAY model emerged as the weakest performer with one ⭐ star. As part of its mission to achieve Vision Zero (eliminating all traffic fatalities and serious injuries), Euro NCAP has turned its testing and safety performance attention to the HGV vehicle category for the first time. The organisation has been helping to drive up safety standards by evaluating and rating the active and passive safety performance of passenger cars for close to 30 years, and launched a similar rating scheme for Light Commercial Vehicles in 2020. Because of their size and weight (gross combination mass of over 3,500 kg), HGV crashes are the most severe on European roads. Although trucks account for less than 3% of the traffic fleet in Europe, they are responsible for 15% of accident fatalities. Furthermore, only 11% of casualties in accidents involving HGVs are truck occupants. The first Trucks Euro NCAP testing results are in, under the body’s new Truck Safe program, with Volvo’s FH Aero and FM models receiving a full five-star score, while IVECO’s S-Way managed just one star. While passenger cars, and more recently vans, have been held to account by governing bodies like ANCAP in Australia and NCAP in Europe, trucks have managed to avoid the scrutiny until now. The first NCAP heavy vehicle testing assessed models across three key areas; safe driving, collision avoidance and post-crash safety. Starting in 2029, vehicle manufacturers must make automatic emergency braking standard in cars and light trucks The U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) finalized a new Federal Motor Vehicle Safety Standard (FMVSS No. 127) that will make automatic emergency braking (AEB), including pedestrian AEB, standard on all passenger cars and light trucks by September 2029.  The new standard requires all cars be able to stop and avoid contact with a vehicle in front of them up to 62 miles per hour and that the systems must detect pedestrians in both daylight and darkness. In addition, the standard requires that the system apply the brakes automatically up to 90 mph when a collision with a lead vehicle is imminent, and up to 45 mph when a pedestrian is detected. This final rule applies to nearly all U.S. light vehicles (gross vehicle weight rating of 10,000 pounds or less). Automatic emergency braking is now the law of the land, and all new U.S. passenger cars must carry automatic emergency braking (AEB) by 2029. While most new cars already offer AEB thanks to a voluntary industry agreement, these systems lack mandatory performance standards, meaning their effectiveness can vary greatly. The new regulations address this by setting clear requirements for AEB, which include the ability to automatically stop for other vehicles and pedestrians, even in low-light conditions. While it is designed to prevent rear-end and pedestrian crashes, the new rule has broader implications. Reading between the lines, the emergence of automated driving features requires laying the groundwork now for regulating future automation. By requiring AEB now, authorities can gain experience and establish standards to address the challenges that have already arisen with driver-assistance and fully self-driving cars. From human drivers who have adopted bad behavior when using driver assistance to very much a work-in-progress self-driving cars, automatic braking is one way to address and hopefully minimize injuries and fatalities. Another major implication is the rule attempts to address drunk driving, which is a persistent problem. In 2023, there were more than 200,000 DUI-related crashes in California alone. More broadly, 32% of all traffic crash fatalities in the U.S. involve drunk drivers. Short of mandating breathalyzers in vehicles, AEB systems would presumably help minimize those incidents. When you read through the new rule, there are a few loopholes and caveats. The rule doesn't require that the systems spot people on bicycles and scooters. Given that nearly 1,000 bicyclists die and over 130,000 are injured in crashes that occur on roads in the U.S. each year, that's a glaring omission. The other is cost because the new technology will likely have automakers passing off them off to buyers resulting in an increase in prices estimated at $354 million per year, or $82 per vehicle. Some will question whether the new rules are necessary, but here's a sobering consideration. The Alliance for Automotive Innovation is calling on the National Highway Traffic Safety Administration (NHTSA) to evaluate its recent automatic emergency braking (AEB) rule. The Alliance argues that current AEB technology is insufficient to meet the high standards required, and the industrys suggestions were ignored during the rulemaking process. With the rule set to be implemented by 2029, the Alliance warns it could lead to "unpredictable, erratic" driving and increased rear-end collisions.
