The Terrorism (Protection of premises) draft bill also known as Martyn’s Law who was killed alongside 21 others in the Manchester Arena attack in 2017. I have been following all the various reports and recommendations and have made sure that at all the events I do or advise on that we take the use of radios and radio training seriously and also the use of the Emergency Button and that control room staff and users know what this does, especially with this button allowing priority communications to dedicated radios in control that will alarm to let operators know someone has raised an emergency. Now looking at Martyn’s Law and trying to find other documentation in the UK I can’t find a proper set of guidelines which really should be imho be mandatory that venues stadiums etc must have this functionality. It amazes me we still have people selling and others buying systems and it’s all about saving a few pounds rather than have a system that is designed for its main purpose which people seem to forget is ‘Safety of Life’ I know this summer this has been paramount in all my planning and it will be for everything moving forward I would be interested in views and also links to any material that pushes this as I think it is something seriously lacking and without sorting this mess out now we will be in the same situation again The report by The Hon Sir John Saunders Volumne 1 Attack on Manchester Arena clearly highlights the failures in radio training and I think it did not go far enough, they should have looked at the system, what could it do, was it designed with emergencies in mind? How much talk time did they allow on the radio? How congested did the talk groups get? Anyway this is something that has been on my mind and I think we really need to discuss it and stop treating radios as a device you have to carry but as an aid that will and can safe lives. Rules of Warfare We appear to have entered a new domain for Rules of Warfare? In the past, the Geneva Convention has guided these rules. Specifically, a location that is serving a protected service must not be attacked; hospitals and schools, for example. The Rules of Warfare specifically identify, if any location is used for attack, it loses protections. What do we do, when a declared terrorist organisation embeds itself within a community, and conducts warfare from within this communitie's protected service sites? No compassionate person can agree to deaths of innocents; they can't agree to terrorist events which killed many Israeli citizens. Deaths of innocent Palestinians cannot be agreed to. Does the Geneva Convention need to be revised? When it was conceived, terrorism didn't exist. Regrettably, we live in an age where terrorism is spreading; where terrorist organisations seek to use innocent populations as "human shields". At this time, I can't propose a "solution"? But a problem exists, I believe. Innocent Israelis and Palestinians continuer to die. Appreciate contributions to revisions of the Geneva Convention and International Criminal Court. Hopefully insightful, with compassion and respect .

#SAS #TravelSecurity #SecurityServices #Russia: Russia's Federal Security Service (FSB) has announced that it successfully foiled a planned terrorist attack on a synagogue in Moscow. The FSB stated that a citizen from a Central Asian country, born in 2002, was planning to carry out the attack while citizens were gathered at the synagogue. The individual had conducted reconnaissance at the synagogue and had already purchased materials for a bomb. However, during his arrest on April 10, the suspect resisted arrest and was neutralized by return fire. This comes just weeks after a tragic incident in Krasnogorsk, Moscow Oblast, where gunmen opened fire at the Crocus City Hall, resulting in 144 deaths and over 550 injuries. As a result of this recent arrest, Russia has charged four suspects believed to be directly involved in the attack. The current threat level is zero, indicating no specific or general terrorist threat. However, the first level of threat highlights the general risk of terrorism based on the international situation and Czech Republic's affiliation with Euro-Atlantic structures.

Interesting viewing last night as the 3rd hearing of the Terrorism Bill was debated and voted in the House of Commons, with the Bill now moving into the UK House of Lords for its first hearing today. Recognition and a debt of gratitude was offered to Figen Murray OBE, who was present in the public gallery, and her campaign team. “The threat picture is complex, evolving, and enduring…. We know that since 2017, agencies and law enforcement have disrupted 43 late stage plots, and there have been 15 domestic terror attacks…. The country is subject to the most interconnective threat environment we have ever seen…..The measures (in this Bill) are proportionate, and given the threat the we face, not unreasonable.” - Dan Jarvis, Home Office Minister. Penalties were also discussed. Mr Jarvis further commented: ‘A credible enforcement regime, with suitable monetary penalties is necessary to ensure that the regulator can secure compliance, particularly where the regulator identifies serious or persistent non-compliance. The maximum daily penalty amounts must be set at a level to counter financial gain from non-compliance”. Mr Jarvis also spoke in support of the regulator, the Security Industry Authority.
