Maritime Piracy Resurgence as Shipping Routes Shift Amidst Regional Instability Shipping Arabia, October 7, 2024 — A senior Italian Navy official has reported a resurgence of piracy in the Indian Ocean, attributed to the redirection of maritime traffic from the Red Sea and Gulf of Aden to the Cape of Good Hope route due to ongoing security concerns in the Red Sea region. Vice Admiral Aurelio De Carolis, Commander-in-Chief of the Italian fleet, discussed these developments while aboard the Italian Aircraft Carrier ITS Cavour, currently docked at Mormugao Port, Goa. The carrier, along with the frigate ITS Alpino, is part of the Italian Navy’s Carrier Strike Group on a deployment in the Indo-Pacific region. The Vice Admiral highlighted that while the Malacca Strait and the Gulf of Guinea are traditionally known for piracy, the current shift in shipping routes has led to increased pirate activities in the Somali Basin. He emphasized the Italian Navy's focus on the Mediterranean, where around 40 naval vessels, including submarines, are actively engaged in maritime security operations. These efforts aim to secure safe passage not only for Italian and other European Union vessels but for all international maritime traffic navigating these troubled waters. In addition to addressing security concerns, the Italian and Indian Navies are enhancing their cooperation with scheduled bilateral maritime exercises off the western coast of India on October 5th and 6th, 2024. Rear Admiral Giancarlo Ciappina, commander of the Italian Navy Carrier Strike Group, noted that the exercises would cover air defense, maritime maneuvers, and joint operations between the air wings of both navies. The engagement will also include discussions and an exchange of best practices in flight and naval operations, reflecting a deepening military collaboration between Italy and India aimed at fostering regional stability and safety. Maritime Security Bulletin and Advisory Re: The Chinese Navy Has Confiscated a Boat Belonging to Taiwanese Fishermen With Crew Onboard Issued by Sanborn Analytics Date: July 3rd, 2024 Sanborn Analytics issues this maritime security bulletin and advisory to inform the maritime shipping community and armed naval forces at sea of recent developments off the coast of Kinmen involving the Chinese Coast Guard and a Taiwanese fishing vessel. Incident Details: On Tuesday, July 2nd, 2024, the Chinese Coast Guard seized the Taiwanese fishing vessel Da Jin Man No. 88 approximately 18 nautical miles off the coast of Kinmen, an outlying island governed by Taiwan. The incident occurred within China's claimed "restricted waters" area near the Kinmen Islands. According to reports from the Taiwan Coast Guard Administration (CGA), three Chinese Coast Guard vessels intercepted the Da Jin Man at approximately 2015 hours local time. Despite radio messages from Taiwanese authorities urging the release of the vessel, the Chinese Coast Guard proceeded to tow the Da Jin Man to the Chinese port of Weitou. The crew, consisting of three Indonesian nationals and two Taiwanese nationals, was also taken into custody. The exact reason for the interception remains unclear, with Taiwanese officials suggesting the vessel may have been chosen randomly from several operating in the area. Advisory: Sanborn Analytics advises all maritime shipping operators and naval forces operating in the region to exercise heightened caution when navigating near disputed waters or areas subject to maritime restrictions imposed by coastal states.
