Who are the owners of aid? International bodies? Northern countries? The answer is: regular citizens around the world. However, the current system of development finance doesn't reflect that. It hasn't accurately represented voices in developing countries. If we are interested in better results, we should foster accountability and ownership, and that can only happen when we give a voice to all countries internationally and to civil society domestically. Addressing priorities for a national recovery initiative amidst a prolonged political and economic crisis should consider (with some illustrative examples): 1- Governance reform: support an independent judiciary, and reinforce checks and balances, civil society, and key stakeholders to foster consensus and social cohesion. 2- Economic reform: adapted monetary policies, support to key critical sectors such as agriculture, manufactures. 3- Social safety nets: specific interventions to support vulnerable populations and reduce poverty levels. Additionally, the international support should be considered as a key stakeholder for foreign aid and investment, propose expertise from international organizations to implement best practices in governance and economic management. The key actors around the table: government, diaspora community, private sector, civil society, and international community.

An independent study found that despite promoting regional economic growth, cohesion funds primarily benefit high-skilled, wealthier households, exacerbating intra-regional inequality. Political Populism, An impediment to the quality of governance/public policies in Africa. Do lawmakers across the political divide know their duties and responsibilities? Do they understand that they are the voice of the voiceless, and state watchdogs? Do they understand that their role is legislating in Parliament, representing their riding and political parties, ideologies, and policies, and serving their constituents? Do the citizens understand that a capable Member of Parliament (MP) responds to the grievances of his/her constituents, represents the interests of the people, capable of proposing, debating, and voting on legislation? Can engage in committee work, and speak on matters of national, local, and international importance such as climate change, carbon taxes, global political economy, geopolitics, and local development initiatives. A new report from OECD Development reveals that international donor funding for independent media is even lower than previously thought – a mere 0.19% of total international development assistance in 2022. This is catastrophically low given the existential threats facing public interest journalism worldwide. As autocracies rise, disinformation spreads, and the business model for independent media collapses, we are at risk of losing a pillar of democracy: a free press holding power to account. The International Fund for Public Interest Media is working to rapidly increase financial support to sustain independent journalism, especially in low and middle-income countries. As the #RejectFinanceBill2024/25 movement led by Gen Z gather pace in Kenya, the government should be soliciting views on how to address some of the challenges with minimal resources not castigating and arresting young people. The organizing power of youth in Kenya is an asset the government should not squander. The Reject Finance Bill movement is a beautiful crisis not to waste.
