Dr. G. N. Qasba, Senior Advisor, IRADe was a panelist in the Session on Water and Climate: The growing concern in mountain settlements in Parvat Manthan Regional Conclave ‘A Dialogue for Enhanced Service Delivery in Water, Used Water and Waste Management for Hill Cities’ held on 3rd to 4th December 2024 at 'The Theatre", India Habitat Centre (IHC), New Delhi. organised by ICIMOD, Nepal and NIUA. He explained the Srinagar model of governance, communication, and use of informal means of human resource mobilization during Srinagar floods. His key recommendations included: ·      Governance Model Replication: Effective governance requires centralized oversight, with heads of states ensuring proper monitoring of operations. There is need for incorporating this governance approach in other state and local bodies, as well as at the national (apex) level. ·      Inclusive Capacity Building: Capacity building should not only focus on formal processes but also include the informal mobilization of infrastructure and manpower. Involvement of local community groups in critical decision-making to enhance the responsiveness and effectiveness of operations, particularly during recovery phases after disasters.  #ICIMOD  #NIUA
