Another consultation on changes to the planning system: 1️⃣ payment of a premium application fee to access an Accelerated Planning Service for major commercial applications, with fee refunds wherever these are not met - potentially replacing existing PPA processes with a 'flat % fee uplift' alongside clear pre-app service and pre-submission notification to key statutory consultees 2️⃣ a new performance measure for speed of decision-making (major applications = 50% or more to be determined within the statutory time limit.....) with applicants able to apply to the SoS where a LPA does not achieve performance measures, and changes to when EoT agreements can be used, with an end to repeat agreements for the major development. 3️⃣ expansion of the simplified appeal service for more written representation appeals including straightforward major applications, through relating to conditions, LDCs, etc.. 4️⃣ detail on the broadening of the ability to vary a planning permission through section 73B applications and on the treatment of overlapping planning permissions https://lnkd.in/daJ4-qBX

As the case study in this article illustrates, the award of contracts based on unsolicited proposals, particularly in the absence of established procedures for dealing with those proposals, can create significant concerns over the legitimacy of any resulting contract awards.
