We often experience a cycle of bottlenecking in our roles as leaders. First, as you learn the ropes or undergo a big change, you are the bottleneck. As you (hopefully) improve personally, you help your organization stop being a bottleneck. Then, the really great leaders don't just sit back and be pleased with themselves. They start hunting down other bottlenecks and try to apply their and their organization's capabilities to solve those as well.
