📝 In February 2024, the Council of the European Union and the European Parliament reached a provisional deal on the regulation establishing a framework of measures for strengthening Europe’s net-zero technology products manufacturing ecosystem, better known as the ‘Net-Zero Industry Act’ (#NZIA). The regulation aims at boosting the industrial deployment of net-zero technologies needed to achieve EU’s climate goals, using the strength of the single market to reinforce Europe’s leadership in industrial green technologies. The comprehensive plan comprises 81 measures across 18 lines of work, to be implemented in two stages. The initial phase, spanning from 2023 to 2026, focuses on establishing conditions for industry development, defining environmental and social standards. Subsequently, from 2026 to 2030, efforts will concentrate on territorial planning, regulations, local development, citizen participation, and human capital preparation for green hydrogen advancement.

𝗧𝗵𝗲 𝗘𝘂𝗿𝗼𝗽𝗲𝗮𝗻 𝗘𝗻𝗲𝗿𝗴𝘆 𝗘𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝗰𝘆 𝗙𝘂𝗻𝗱 (𝗲𝗲𝗲𝗳) 𝗔𝗱𝘃𝗮𝗻𝗰𝗶𝗻𝗴 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 𝗘𝗻𝗲𝗿𝗴𝘆 𝗳𝗼𝗿 𝗘𝘂𝗿𝗼𝗽𝗲 𝗜𝗺𝗽𝗮𝗰𝘁 𝗥𝗲𝗽𝗼𝗿𝘁 𝟮𝟬𝟮𝟯 Investment in clean energy #capacity is growing fast. According to the International Energy Agency (IEA), global #investments in #cleanenergy in 2023 rose nearly 40% compared to 2020 and #renewable capacity increase in 2023 was the largest ever, reaching more than 440 GW. At the same time, progress in #energyefficiency, being the single most important #policy to avoid energy #demand in the #netzero scenario, encountered a set back and fell below the long-term upward trend to 1.3% compared to 2% in 2022. Despite some progress, a lot more needs to be done to reach European Union (EU) and global #climate goals. Since 2011, the European Energy Efficiency Fund (eeef) has been supporting #EU’s climate #goals and promoting clean energy investments by leveraging #private and #public #funds into energy efficiency, #renewableenergy and clean urban #transport measures in the EU Member States. Increasing accessibility to capital and suitable financial instruments, combined with necessary technical assistance, is key for the success of improved energy efficiency in the Member States. The confirmation hearings for incoming members of the European Commission will start next week - on 4 November 📅 What can we expect from the Commissioners-designate in terms of energy and climate policies? 🤔 COGEN Europe has been reading through the written answers that the candidates have submitted to the European Parliament ⬇️ The Commissioner-designate for Energy and Housing, Dan Jørgensen from Denmark, promises to develop a strategic approach to heating and cooling which will contribute to making energy more affordable, whilst also recognising that "decarbonising heating and cooling will require diverse solutions to meet different circumstances" – including district heating. Mr Jørgensen acknowledges that the energy system of the future must integrate various elements, namely "electricity and heat supply, hydrogen, flexibility, energy efficiency and end-use sectors". He believes that Europe must "make better use of all cheap clean energy in the system, in particular renewable energy, and improve the efficiency of the energy system as a whole". Teresa Ribera Rodríguez from Spain has been designated as Executive Vice-President for a Clean, Just and Competitive Transition. She intends to work with the incoming Executive Vice-President for Prosperity and Industrial Strategy, Stéphane Séjourné from France, on the development and implementation of a Clean Industrial Deal. This will include an Industrial Decarbonisation Accelerator Act that will "support the development, production and diffusion of European clean tech in industry", and also "speed up planning, tendering and permitting processes, in particular for the transition of energy-intensive industries". The Commissioner-designate for Climate, Net-Zero and Clean Growth is Wopke Hoekstra from the Netherlands. He has promised to propose a 90% net emission-reduction target for 2040 in the framework of the European Climate Law, and insists that securing competitiveness and a just transition will be key elements for achieving this target. He is also committed to driving forward a European Climate Adaptation Plan, and to reviewing both the EU Emissions Trading System (EU ETS) and the Carbon Border Adjustment Mechanism (CBAM).
