This week, we are featuring Joshua Echeverria with San Bernardino USD Police Department in California: Officer Echeverria was responding to a battery call at a nearby hospital where medical staff informed him of a young male pacing outside the ER entrance with a large knife in his hand. Officer Echeverria promptly located the suspect and saw a juvenile holding a 12-inch butcher knife appearing to be visibly distressed. Officer Echeverria calmly engaged the juvenile instructing him to drop the knife. He remained calm, speaking gently with him for about five minutes and through his patience and clear communication, he was able to de-escalate the situation and successfully persuaded the young man to release the knife without having to use any force. In a situation like this, it goes to show just how professional and effective Officer Echeverria was in preventing what could have been a really bad outcome. He handled a potentially dangerous situation with composure and ensured a peaceful outcome. Thank you, Officer Echeverria, for being in this line of work and for not only your bravery but also for your tactical approach to this situation and for staying calm to ensure the best possible outcome. Unfortunately, this security of City or Town Halls in small and large communities across the United States is lacking. It often comes to down to the local government’s willingness (or lack thereof) to spend the money to properly secure the buildings and property or towards the City Managers, Mayors , or elected officials concerns about what the “optics” might be. Fearing that additional security measures would make the public building feel “unwelcoming”, “too officious”, or other forms of foolishness only politicians could think of. It is the responsibility of the top officials in each community to properly secure and protect their government buildings to best protect and care for the public workers within and the community members frequenting the building. Sideshows have become a scourge that are effecting communities and police department across the United States. Sideshows cause massive traffic congestions and roadway blockages that delay Police, Fire, and Medical personnel from responding to emergencies in a timely fashion and cause life endangering situations upon roadways as well as the chance for private property damage due to the idiocy of the drivers. Also, the people that willingly attend, cheer on, and support these illegal and unlawful gathering as often as lawless as the participants. Due to these sideshows being a threat to public safety, Law Enforcement agencies nationwide are proactively attempting to stop them. New field tactics are being developed, task forces formed, technology being utilized, roadway conditions changed etc. However, the key to stopping sideshows is to go after those responsible for them. Great job by the San Jose Police Department in their investigation and arrests of 7 sideshow organizers who have been plaguing not only their jurisdiction but others in the Bay Area! Recently at one of our trainings an agent from Homeland Security came up to me after the two-day training, shook my hand and said, "This was great training". The agent went on to say that he had a couple of previous HT trainings in the past and he clearly sees now that these were just awareness trainings, and he really took nothing from those previous trainings that he could actually implement. He stated, "After the last two days I have new tools that I can actually begin using tomorrow and feel confident that I can identify victims, understand how to communicate with them and arrest traffickers". One of BIG myths is that the police have been trained in human trafficking. This is far from the truth as less than 20% of law enforcement have had human trafficking training. The other myth is that it is only the small departments that don't have this training but in reality, it is every department. It's the small towns, the big towns, its officers, deputies, Trooper and yes federal agents. They all lack proper training. Of the twenty-eight British police forces inspected since 2023, sixteen were found to be "inadequate" or "need improvement" in relation to a primary function - investigating crime. AND only one was "Good" - the rest were "adequate" - hardly a ringing endorsement. Much of the criticism relates to a failure to charge offenders with crimes. There is a simple and cost-effective solution to this - using CCTV and other images of suspects in a more systematic manner with an end-to-end system. I recently came across a use of force video from Riverside PD that underscores a crucial training issue often encountered in law enforcement. In this video, officers respond to a reported domestic violence incident, during which a suspect suddenly emerges with a large knife and approaches them. The cover officer appropriately identifies the threat and initially addresses it with lethal force before transitioning to a Taser. The primary training concern here is not the use of less lethal options, but rather the tactical decision to advance towards an armed suspect to deploy these options. It is a well-established principle that action is faster than reaction, and in our profession, we must respond to the actions of others. Approaching an armed individual to deploy a less lethal option can significantly increase the risk to the officer. Maintaining a safe distance and using tactics that prioritize officer safety are essential in such high-risk situations.
