My biggest two problems with ACP is that we have NOT reached universal availability yet which creates an equity problem and it is a subsidy that the eligible households receive that adds a lot of overhead for the provider instead of the support flowing through community service agencies that are built to support their eligible households unique needs. This in turn drives up the cost of service. Community Eligibility means Community Eligibility and the support for the community should flow to the Community, that is how Communities help make access to the internet affordable for their citizens. The communities can then build public private partnerships to sustain service and local economic growth and prosperity.
