Significant pressure is driving the construction of large biomass facilities in Bosnia and Herzegovina and Serbia, with plans for approximately 30 new installations, some exceeding 50MW. The concern lies in the insufficient availability of sustainably sourced waste biomass, posing risks of forest depletion or facility closures. Preliminary insights from Bankwatch reports reveal the inherent risk and lack of profitability in investing in these ventures, fueled by unregulated market price hikes and extensive firewood exports. For example, the region witnessed a staggering 155% increase in pellet prices in 2022 compared to the previous year. This, coupled with contract cancellations by concessionaires supplying heating plants, led to the collapse of entities like Ekotoplana in Banja Luka, which had received subsidies to prevent winter heating shutdowns. Finland Green North Energy plans to build green hydrogen and ammonia production facilities in Pori and Kemi. The plants would utilize the hydrogen and ammonia plant concept that will be constructed in Naantali. At the same time, Finland would become self-sufficient in the production of ammonia needed for fertilizers, and the importation of raw materials from Russia would cease. During the war in Ukraine, ammonia has been imported from Russia to Finland because it is not possible to obtain it in large quantities from elsewhere. The company is planning a similar production plant in Naantali, which would also serve as a model for the plants in Pori and Kemi. Production in Naantali is expected to begin by late 2027.
