While there is a lot of focus on the traditional near space efforts to stay ahead of our competitors, we need to be focused on the long game as well which is Cislunar and beyond. "It takes years to develop and field any capability in space, and the challenges will be even greater in the cislunar regime. But the stakes could not be higher: China is racing ahead, most recently completing a sample return mission from the far side of the Moon." The US is hosting the second US-France Comprehensive Space Dialogue today just outside of Washington, DC, and most of the American space heavy hitters will be attending. 🚀 HOW WE GOT HERE: 🚀 The comprehensive space dialogue was established during a 2021 bilateral meeting between VP Kamala Harris and French President Emmanuel Macron. It includes officials from across the French and US governments as well as industry representatives from both nations. “It’s a big deal because the US has only had one of these with one other country, which is Japan,” said Mike French, VP for space systems at the Aerospace Industries Association, which will host Wednesday’s meeting. 🚀 WHO'S WHO: 🚀 45+ companies will be part of the dialogue. AIA provided a list of the American participants, including Amazon Kuiper, Amazon Web Services (AWS), Axiom Space, BAE Systems, BlackSky, BLUE ORIGIN, Boeing, COMSPOC, ExoAnalytic Solutions, HawkEye 360, Hexcel Corporation, LeoLabs, Lockheed Martin, Northrop Grumman, Rocket Lab, RTX, Slingshot, Space Tango, SpaceX, True Anomaly, VAST, Viasat, and Voyager Space. 🚀 TALKING POINTS: 🚀 Talking points: Industry will have the chance to talk directly to the government about barriers to closer cooperation between the US and French space industrial bases. At the first meeting in November 2022, the conversation centered around four priorities, French said: 1️⃣ #MarketAccess: US companies wanted to be able to sell existing space capabilities to France, rather than the French closing the market to develop domestic capabilities. 2️⃣ #Regulations and #policies: Companies asked governments to streamline cyber regulations to make it easier to meet the requirements for both countries. They also raised concern about export control laws. 3️⃣ #Space #sustainability: Industry urged the US and France to work together on space situational awareness data, so they don’t end up in a situation where one system is predicting a conjunction, while the other isn’t. 4️⃣ Novel space: Countries need to coordinate oversight of things like mission authorization, so spacecraft can service foreign satellites in orbit. The companies also talked about US-French partnerships on commercial #SpaceStation development. 🚀 TOP TO-DO's: 🚀 The gathering today (March 20) will be a chance to get an update on what progress has been made since the group last came together 16 months ago, French said. Some areas where he expects an update include: ✔ French investments in DC to help the commercial industry better connect to French and US markets. ✔ Commerce Department efforts to work with its European counterpart on SSA data sharing and transparency. ✔ Industry’s perspective on a review of space export control regulations that was announced at the last National Space Council meeting. China’s Space Supremacy Could Wipe Out Our Satellites and Send Us Back to the Stone Age There is no nation on Earth more dependent upon its satellites for its national, economic, communications, and navigational security than the United States. The People’s Republic of China and Russia understand that reality better than anyone else, and factor that vulnerability into their military strategies. If China was one day able to take out America’s satellites, it would blind our military and send the U.S. back to the technological Stone Age. • To the Pentagon, the nightmare of a United States waking up to the collapse of our phone, television, radio, GPS, and banking networks – is all too real. Within hours, panic, chaos, and anarchy would rule much of the nation. And if China did target and destroy the U.S. military, communication, and financial satellites, they would think nothing of taking out those of the United Kingdom or any other perceived adversaries. • In testimony given to Congress last November, the U.S. China Economic and Security Review Commission warned in part: “China views space as a critical U.S. military and economic vulnerability and has fielded an array of direct-ascent, cyber, electromagnetic, and co-orbital counter-space weapons capable of targeting nearly every class of U.S. space asset.” • While in the recent past, the White Houses and the Pentagon were more concerned about the threat posed to our assets in space by Russia. Although Russia has demonstrated its anti-satellite weaponry, the fact is that both Russia and the U.S. are playing catch-up with the Chinese military in space. • The United States, Great Britain and many of our allies tend to see the future in terms of weeks, months, and years. China sees its future in terms of years, decades, and centuries. It is China’s intention to one day create the ultimate “High Ground” by controlling all within the Earth to Moon orbit. • The Obama administration cut or curtailed much of the U.S. human spaceflight program and putting our military space program on a back burner. China instantly noted the U.S. Government’s abandonment of the space arena and aggressively moved to fill and control that vacuum. The Trump administration created the U.S. Space Force. The sixth branch of the U.S. military is now rushing to get back into the game to protect our space assets. But China has been given a tremendous head start. And the clock is ticking.

This shows a significant change in mindset within the Defence Space Sector. Accessing Commerical technology securely can enable greater forward capabilities. There is a clear place for the benefits of all orbits, but global coverage is now far more esstential than ever before. Multi-orbit capabilities can solve many issues, technical and Commerical. It’s now down to industry and the authority to ensure that we can deliver the Commerical mechanisms to deliver best of breed. 🛰️📡🛰️📡🛰️
