The newly published Online Safety Act (OSA) Illegal Harms Codes of Practice mark a step toward holding online platforms accountable for harmful content. But campaigners, including Molly Rose Foundation, argue these measures fail to go far enough to protect vulnerable young people. While the codes address illegal harms such as terrorism and fraud, protections for content promoting suicide and self-harm are not expected until April 2025—a delay that leaves countless individuals at risk. Our CTO, David Savage, shared his concerns: "The provisions of this new legislation do not go into enough detail around the topic of suicide and self-harm which can closely be tied to online bullying, body dysmorphia, addiction, abuse and more. We do hope this regulation will do some good but it does entirely miss internet service providers and we fear it is another missed opportunity for real reform in online safety for the UK." An estimated 1 in 5 adolescents worldwide—that's 260 million teenagers—have gambled within the last 12 months, thanks in large part to a global explosion in online and mobile betting. A recent report from a 4-year-study by The Lancet Public Health Commission on Gambling also found that 26% of those teens are at risk for developing a gambling problem—a significantly higher percentage than for adults. HKS Professor Malcolm Sparrow, a leading scholar in how to regulate societal harms, was a member of the commission and says the $700 billion gambling must now be treated as a major public health concern like smoking or alcohol abuse. What are the signs of involvement in 'County Lines'? - A person meeting unfamiliar adults or a change to their behaviour. - The use of drugs and alcohol. - Unexplained bus or train tickets. - Acquiring money or expensive gifts they can’t account for. - Lone children from outside of the area. - Individuals with multiple mobile phones, tablets or SIM cards. - Use of unusual terms - e.g. "going country". - Young people with more money, expensive clothing than they can account for. - Unknown or suspicious-looking characters coming and going from a neighbour’s. - Relationships with controlling or older individuals, or associations with gangs. - Suspicion of self-harm, physical assault, malnutrition or unexplained injuries. - A child or young person going missing from school or home, or significant changes in emotional well-being.
