Where things like plumbing stack vents and chimneys penetrate a roof, they must be properly flashed in order to help prevent roof leakage into the home. In some cases, the roofer totally ignores the need for flashing and just seals around the roof penetration (as seen in the photo on this low-pitched roof) with roofing cement which is a very poor practice. Roof cement and caulking are not flashing materials. Roofer probably figured he'd be long gone by the time that it rained next. Proper stack vent boots should be used for stack vent boots.
