hub North Scotland Limited chief executive Richard Park joined colleagues Paul McGirk from Hub South East Scotland Limited and Angeline Robertson from hub West Scotland to brief members of the Scottish Parliament’s Cross-Party Group on Construction about the hub programme and the benefits it creates. The five hubs operating across Scotland, including hub South West Scotland and Hub East Central Scotland,  have been invited to join the Cross-Party Group, with Richard, Paul and Angeline, travelling to Holyrood to outline their work in supporting local authorities, NHS Boards, the emergency services and other public bodies to deliver new community infrastructure and improved service delivery against the challenges of budget and resource demands. There was a particular emphasis in their briefing on placemaking, Net Zero Transition, housing, social value and community wealth building and creating opportunities for joint working, co-location of services and collaboration to deliver sustainable and better outcomes for communities. The Cross-Party Group is chaired by Monica Lennon MSP, and also includes key industry bodies such as the Federation of Master Builders, RIAS, RICS, CITB, CECA Scotland, Considerate Constructors Scheme, and many others. An interesting blueprint for growth from Harworth Group plc , with one of the key solutions being quicker decision making. To enable this, we needed clearer and more concise guidance, particularly regarding design quality. The format of these, design briefs/codes/guidance whatever the chosen vehicle is, needs to be understandable, useful to both applicant and decision maker, but crucially they need to be cognisant of commercial viability and delivery. This may mean that the authors of the next wave of design guidance may need to reach out wider to gain greater insights from those across the industry. #delivery #placemaking #masterplanning

HARWORTH’S BLUEPRINT FOR GROWTH ✅ We need to refocus our planning system.   Planning is one of the first building blocks of sustainable development. But the system is more time consuming and complex than ever before.   Squeezed local authority resources are slowing down the process, creating major delays. Our Chief Executive Lynda Shillaw hosted a panel on Planning Reform at UKREiiF, a poll taken during that panel showed 93% of the room said we need to put more resources into planning. Uncertainty is deterring private sector investment and preventing regional economic growth. There’s a lack of joined-up thinking in the delivery of strategic infrastructure, housing and employment space. New regulatory requirements are creating complexity for developers, while outdated policies around the Green Belt and undersupply of brownfield land are preventing development from happening at scale. There’s consensus that reform is needed, but what about the specifics? Q Shelter welcomes approvals for projects that will deliver 2,750 homes in Robina and a project in Wakerley that will deliver 45 homes. These homes have been approved under the new State Facilitated Development (SFD) pathway, which aims to speed up approvals where they are aligned with the intent of the Homes for Queenslanders plan. “The SFD pathway reflects recommendations from Q Shelter to speed up the delivery of homes so that we can meet the needs of Queenslanders confronting higher housing costs because there is not enough supply to meet demand. Housing supply of all types is important to achieving a healthy housing system.” said Fiona Caniglia. “In a crisis like this, we need to remove every barrier to the delivery of homes. We urge community leaders and their constituencies to support housing growth to meet the needs of a growing population. “We note that the SFD has a range of other pilots under consideration to unlock nearly 5,000 homes. 6 insights to maximise the prospects of development of a Council's surplus land assets.   With over 20 years combined experience in supporting public bodies we've learnt a thing or two about how to get developments out of the ground. Local Authorities are under renewed pressure to meet housing delivery targets following the general election. At Hive Land & Planning we believe there is vast unearthed potential in smaller pockets of land, when looked at on a programme basis.   Having recently completed a review of one NW Local Authorities smaller sites, we think there is broader learning that applies to all LAs. Read on for our first instalment of top insights.   Here is part 1 of our lessons learnt : 1 - The packaging of a number of smaller sites will add to their appeal to partners/developers. Care needs to be taken though to avoid putting all the eggs in a single basket. 2 - There are lots of potential objectives a council could achieve by selling surplus land. It's essential to identify and prioritise these objectives at the outset and design the programme around that. 3 - Being clear on the objectives will also help identify the target market, whether that is RPs, private housebuilders or other bodies. Each group brings particular strengths and aligning objectives with partner organisations could hold the key to success. 4 - There is likely to be financial and other support LAs can tap into, if they can demonstrate a deliverable proposition and alignment with the funding bodies' programmes. 5 - A strong governance structure that shows a role for key partners is important. The project governance structure should include an extensive internal steering group and places for all strategic partners at appropriate levels. 6 - There is learning to be had from other local authorities. Some key takeaways from the first of our round table sessions about #offsite manufacturing's place in the social housing sector: 1. Cat 1 (modular) construction, despite nearly unanimous optimism, isn't delivering. 2. Most Housing Associations don't consider off-site construction to be challenging - most already use a blend of timber and steel frame alongside traditional brick and block. 3. Accountability is paramount. Lots of hurdles to take down, then, and lots of riddles to unpick - but it's really encouraging to hear that the knowledge, the will and the enthusiasm for clever construction systems is already in place!

This framework, created in response to feedback from social housing organisations, ensures local building firms lead MMC projects and deliver traditional construction elements. • 22 contractors have been appointed. • 37 regions in England and Wales are covered by this framework. • Allows members to support their local economy. • £800m, 4-year initiative supports social housing providers in procuring principal contractor services for various MMC projects. • Including low and medium-rise housing, apartments, and extra care homes. Leeds City Council's Development Plan Panel have met today to discuss the contents of the progress update on the Leeds Local Plan 2040 (LLP2040). The Emerging Growth Strategy will comprise the following elements which are subject to consultation in due course: • Urban intensification and development on previously developed land; • Infrastructure and new development; • Meeting local needs for affordable housing; • The changing nature of commercial development and needs for employment land; • The spatial distribution of housing and economic growth; • Leeds Transformation Regeneration programme; • The Role of Green Belt as part of the future Growth Strategy; and • Approach to Site Assessment.
