*Affirmative Action (Gender Equality) Bill, 2024.* Challenges in Achieving the Object of the Bill The Gender, Children and Social Welfare Committee has noted that the gender Parity targets in the Bill would be difficult to achieve considering the historical data and statistics available. According to a report of the Committee, some targets in the Bill might be difficult to achieve owing to cultural & traditional beliefs and constitutional constraints. "To achieve the gender parity and other targets, there is the need for continuous education, advocacy, and pragmatic policies such as quota systems. "The Committee further recognized the unique practices of some security organizations such as the military, who have practices specific to their context and backed by international protocols and standards of operation. This poses a potential hindrance in ensuring compliance when the Bill is passed. "Again, concerning the cultural objective of the Bill, the Committee noted that achieving the objective will come with some difficulties. This is because of the provisions under Article 270(2) of the 1992 Constitution, which restricts Parliament from enacting laws that can influence the institution of Chieftaincy. "Currently, the National and Regional Houses if Chiefs have no female representation and this cannot be redressed owing to the Constitutional imperative."
