The EU Council formally adopted a regulation on packaging and packaging waste. The new rules comprise, among others, the following requirements for packaging: ⭕ 2030 and 2040 targets for a minimum percentage of recycled content (up to 65% for single use plastic bottles by 2040); ⭕ Minimising the weight and volume of packaging and avoiding unnecessary packaging; ⭕ Minimising substances of concern, including restricting placing on the market food contact packaging containing per- and polyfluorinated alkyl substances (PFAS) if they exceed certain thresholds. Labelling, marking and information requirements (e.g. on material composition or recycled content) should facilitate consumer sorting and consumer choices. https://lnkd.in/dTf3ZnBF

There's a deal on the #PPWR! EU institutions take an important step to prevent #packaging waste and promote #reuse, but reckless loopholes for throwaway packaging risk undermining EU efforts. Read our PR here: https://lnkd.in/esMiTWUF To stop the uncontrolled growth of packaging waste the EU is setting binding packaging reduction targets for its Member States (5% by 2030, 10% by 2035 and 15% by 2040), as well as reuse targets for certain packaging segments, including beverages and transport packaging. What do we know from the PRs of the institutions so far? ✅ stricter provisions on substances of concern ✅ restrictions on #PFAS in food packaging ❌ restrictions for unnecessary packaging limited to plastics ❌ cardboard packaging excluded from reuse targets for transport risk undermining the regulation’s effectiveness! These loopholes are the result of unprecedented pressures from single-use paper lobbies and risk undermining the regulation’s effectiveness, leading to an increase in paper packaging consumption, thus perpetuating wasteful practices and putting unsustainable pressure on forests. 📢 The coalition of NGOs working on the #PPWR together urges the three EU institutions to waste no time to adopt this key regulation before the European elections! The European Parliament must ratify the compromise reached yesterday in the April Plenary and the European Commission must sign the agreement as soon as possible. We will continue to advocate for high ambition at EU level and proper implementation of the new rules to stop the uncontrolled growth of packaging waste through prevention and reuse! 🇪🇺 The European Council approves the Packaging and Packaging Waste Regulation Today, the European Council has formally adopted the new Packaging and Packaging Waste Regulation (PPWR), marking a major milestone advancing packaging sustainability in Europe. Key highlights: ✅ Minimum recycled content goals starting in 2030. ✅ Binding re-use targets for 2030. ✅ Less unnecessary packaging by minimising the weight and volume. ✅ Safer materials by restricting substances of concern, including PFAS in food contact packaging. ✅ Restrictions on single-use plastic items in hospitality and retail, including packaging for food and beverages consumed on-site. ✅ Clear labelling to support sorting and disposal. What’s next? The regulation will be published in the EU’s Official Journal, enter into force and applied 18 months after the entry into force date.

Simpler Recycling Update..... It is disappointing, especially to be announced during #compost awareness week, that Department for Environment, Food and Rural Affairs have no plans to fund Local Authorities to provide caddy liners for household #foodwaste collections. BBIA provided evidence in our response to the #simplerrecycling consultation, that when caddy liners are used, food waste collection rates also increase. In addition, it is also disappointing to see that there is also no plans to mandate compostable caddy liners be used, where food waste (whether or not co-collected with garden waste) goes to in-vessel composting, where it’s important that liner types used are certified industrially compostable ones. Today, 🏛️ the European Parliament has finalized its stance on the Waste Framework Directive. 🌱♻️The positive development is that the Parliament is urging Member States to mandate the sorting of mixed waste before it is sent to landfills or incinerators. "Member States are encouraged, where appropriate, to introduce prior sorting of municipal mixed waste to prevent waste, which can be recovered for preparing for re-use, or recycling, from being sent to waste incineration or disposed in landfills". Despite some compromises made during parliamentary negotiations, the wording adopted remains significant for several reasons: ➡ It acknowledges the viability of recovering recyclables from residual waste. ➡ The mention of recovering reusables further strengthens the image and reputation of MWS. ➡ The phrase "Member States are encouraged" suggests that this system is to be promoted, leaving it up to Member States to ensure its widespread adoption. Upcoming Packaging Regulations in the EU ♻ The Packaging and Packaging Waste Regulation (PPWR) aims to reduce packaging waste and promote a circular economy. It resulted from two years of discussions and lobbying among EU bodies, industry representatives, and environmental NGOs. The PPWR sets short and medium-term obligations for reuse systems and circular packaging solutions. We have a deal! 🎉 After a long and intense political struggle, 4 years of preparatory work and more than 15 months of negotiations marked by unprecedented levels of lobbying, we finally have an agreement on a new Packaging and Packaging Waste Regulation. Yesterday negotiators from the Council and the European Parliament struck a deal to address the rampant packaging waste crisis. ✅ Binding packaging reduction targets for Member States (-5% by 2030, -10% by 2035 and -15% by 2040) ✅ Promote reuse with specific targets for beverages and transport, new reuse & refill requirements for restaurants and restrictions for unnecessary single-use plastic packaging ✅ The agreed text addresses substances of concern and bans harmful and extremely persistent chemicals (PFAS) in food packaging. ❌ A series of exemptions and derogations adopted under the pressure of throwaway lobbies watered down the proposal - the scope of restrictions for unnecessary packaging is limited only to single-use plastics and not to all single-use formats ❌ Cardboard packaging is excluded from the reuse targets for transport: loopholes like this risk undermining the regulation’s effectiveness and perpetuate wasteful practices Marco Musso said “EU institutions have agreed on the urgent need to cut down packaging waste, reduce our dependence on disposable solutions and promote reuse systems. One of the most heavily lobbied files of this term survived the deceptive tactics of throwaway proponents. We will now have binding packaging waste reduction targets charting a clear path for the sector. Despite some regrettable setbacks and unjustified derogations, this compromise now gives the EU and its Member States a chance to stop the packaging waste crisis.” Now the three EU institutions must waste no further time to adopt this key regulation before the European elections and properly implement it to put an end to wasteful practices and unlock the opportunities of genuinely circular packaging.
