Anis Ansari was an online (Zoom ) panelist on lateral entry to IAS at K News tv on 20 Aug 24 at his residence at Lucknow Ansari made following points: 1- It was a welcome move by GoI that it withdrew the plan of lateral entry as it was a harmful plan 2-Lateral entry into IAS was a backdoor for shifting policy making from elected govt to private capitalist class. It was a blow to democracy. It would reduce efficiency , objectivity & transparency in policy making especially in economic & environmental ministries . 3-It would deprive the candidates of OBCs including Pasmandah communities , STs-SCs & EWS of their legitimate claims to reservation 4- Need of domain expertise in highly technical areas ( space technology, for example) may necessitate engagement of highly qualified persons . This can be done by contractual employment , advisory committees or task forces . 5- Concerns for reviewing reservation policy should be tampered with by a drive to fill up lakhs of reserved vacancies on priority 6- Preponderance of upper caste personnel in govt & private sector is a result of skewed distribution of political power . For example, Kayasthas were replaced by Brahmins after the Independence in administration . Constitution envisages egalitarian society . RSS-BJP should change their anti - lower caste policies .

RAJASTHAN HIGH COURT Asha /s Narayan S.B. (Crl.) Pet. No.- 7408 / 2024 Negotiable Instrument Act, 1881-Section 148 and 138-Criminal Procedure Code, 1973 - Section 389 - Cheque dishonour -- Suspension of sentence - Direction by appellate court to deposit of 20% amount as fine/compensation after conviction is under scrutiny--When directing deposit of 20% of the fine/compensation u/s 148 of the N.I. Act, the Appellate Court should consider whether such a condition would unjustly restrict the appellant's right to appeal-While ordinarily justified, the deposit condition may be waived if it would deprive the appellant of the ability to pursue the appeal, particularly in cases of financial hardship- Here, the appellant's financial distress warrants an exception to enable her to defend the appeal- Thus, the impugned order is modified, and the condition of 20% pre-deposit is set aside. A day after the government announced its plan to construct 30 million houses under the Pradhan Mantri Awas Yojana (PMAY), it is weighing more measures as part of its 100-day agenda as well as the medium-term road map to signal its rural focus. The government could raise assistance for the beneficiaries under the PMAY (Gramin) to up to ₹2 lakh per house from the current ₹1.2-1.3 lakh, depending on the regions. Similarly, the government is weighing a proposal to tweak the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) to make it more robust and transparent. Finance ministry officials have been calling for plugging leakages in the programme, citing that more industrialised and progressive southern states, including Tamil Nadu, have been cornering a larger share of MGNREGS funds than poorer states elsewhere. The government could revamp the Pradhan Mantri Gram Sadak Yojana (PMGSY) to substantially expand and upgrade the existing network of roads and link them with nearby hubs and markets, said the people cited above. The plan is not just to have roads in every nook and corner of rural India, but to go beyond that and link economic, educational, health, social or agriculture centres.

The Pune Municipal Corporation (PMC) issued over 500 tenders following the Lok Sabha election results, citing urgency for various works. This move has sparked criticism from activists and political parties, who accuse the civic body of mismanagement. Shiv Sena (UBT) protested outside PMC headquarters, alleging the tenders were hastily issued to avoid the impending model code of conduct for state assembly polls. Activists argue that many of these tenders are redundant and should have been completed earlier, particularly those related to pre-monsoon preparations. In response, PMC officials defended the tenders, stating they aim to maximise progress before the model code is enforced. Ward offices and departments such as electrical, road, municipal zones, and water supply have issued numerous bids. The PMC's budget for FY 2024-25 saw a significant increase to ₹11,601 crore, with anticipated financial aid from state and central governments. Critics, including the citizens' group Surajya Sangharsh Samiti, question the efficiency and necessity of the tenders, emphasising the need for prudent use of public funds. The head of PMC’s accounts department noted that tender issuance and fund allocation are conducted as per departmental requirements and budget provisions. #saudaghar #saudagharscoop #realestate #realestatenews #pune #punekars #punenews #punenews #saudagharnews #redevelopment #building #housing #pmc #loksabha #ubt
