The government have announced the launch of the National Space Operations Centre with the aim of removing barriers and aiding growth and innovation across the sector. There are 7 over arching guidelines: 1. Agility – greater, more responsive coordination across government departments and regulators. 2. Innovation - a dynamic framework that supports novel and emerging missions and technologies. 3. Growth - a progressive regulatory framework that encourages investment. 4. International Partnerships - a multilateral alliance of spacefaring nations with aligned frameworks and international best practice. 5. Safety and Sustainability - incentivising sustainable space activities, protecting the space environment and its celestial bodies. 6. Accessibility - a coherent suite of primary and secondary space legislations and clear published guidance. 7. National Interest - a civil and commercial space regulatory framework that supports UK national security. The UK Space Agency is opening an office in Scotland (Queen Elizabeth House, Edinburgh) for the first time. The UK Government says the expansion will enable the agency to collaborate more closely with Scotland’s thriving space sector, which “plays a major role in both national and global space activity”. The latest figures highlights that the Scottish space sector generates £180m in income a year and employs more than 8,500 people across more than 180 organisations – the third largest number of space employees in the UK, behind only London and the South East of England. “Scotland is a global hub for satellite manufacturing and the analysis of satellite data, and it is increasingly becoming a leading destination for satellite launch. We have seen a significant rise in space organisations across the Scottish space ecosystem and it’s crucial we nurture their skills and expertise, and connect them with the wider sector, to ensure we continue this journey.” - Dr Paul Bate, CEO of UK Space Agency “We eagerly anticipate the opportunities that this closer collaboration will bring, as we work hand in hand to leverage Scotland’s strengths and expertise. A little bit more about the Space Industrial Plan, that was unveiled yesterday at Space-Comm Expo by Andrew Griffith MP (Department for Science, Innovation and Technology). Let's recap some of what's included below. 1. Advancing Space Capabilities:   - Focus on 5 key goals: Space Domain Awareness, In-Orbit Servicing, Space Data for Earth Apps, Position/Navigation/Timing, and Satellite Comms.   - Swift action with cross-departmental initiatives and a National Space Capability Development Plan by autumn 2024. 📈 2. Government-Industry Partnership:   - Building strategic partnerships with companies of all sizes.   - Introducing initiatives like strategic engagement models, a supplier code of conduct, and streamlined communication for defence space needs. 🤝 3. Sustainable Regulatory Environment:   - Aim for a world-leading regulatory environment.   - Actions include a Space Regulatory Review to be released this year, industry-led sustainability standards, and incentives for responsible space practices. 🌍 4. Boosting Investment and Financing:   - Measures to attract private capital.   - Introduction of Private Investment Framework for Space and Unlocking Space for Investment programme to support SMEs. 💰 5. 🚀🛰️ Unveiled last week - the UK's Space Industrial Plan 📝 The Space Industrial Plan is a joint civil-defence plan to develop resilient space capabilities in the UK. Definitely a key read for those across the space sector - but here are the facts: - The UK space sector employs almost 50,000 people - Global satellite services underpin at least 18% of UK GDP  - Government recognise the need to revise industry partnership strategies in view of disruptive tech - Urgency for swift and collaborative action in response to evolving threats and competition - Targeted investment prioritised for promising opportunities - Focus on nurturing players of all sizes within the space industry - Intent to build a more diverse and resilient ecosystem - Commitment to improving regulatory frameworks and promoting sustainable practices - Aim to cultivate a more informed risk appetite for procuring innovative space services - Emphasis on talent retention and the development of diverse talent pools 🌱 It will be interesting to see how stakeholders track the progress and success of the plan within individual initiatives and against the National Space Strategy.

Last month, the UK Government released a Space Industrial Plan, setting out key actions it will take to achieve the goals set out in its 2021 National Space Strategy. The plan highlights that the UK Government will be playing a more direct role in facilitating and supporting the development of the UK commercial space sector, and taking a more strategic approach to development of UK national space capabilities. In today’s “Research Spotlight,” we feature, “Risk to Critical Infrastructure Due to Dependence on Access to Space-based Capabilities" by Jim Platt. This paper is intended for owners and operators of US Critical Infrastructure with core business functions reliant on access to space-based capabilities. While the paper will discuss risk to space assets, the intent is not to address the security and resilience of the space systems, but rather to highlight the risk to space-based assets so that companies choosing to use space-based can make more informed risk-based decisions. The commercial space industry is in its infancy. The World Economic Forum and McKinsey & Company report projects that the commercial space industry will grow from $630 billion in 2023 to over $1.8 trillion by 2035. Many of the new capabilities will only be feasible because we have access to space. If GPS is an exemplar, space-based capabilities may replace existing terrestrial based systems, the terrestrial based systems they replace will fall into disuse and eventually cease to operate. Each time this occurs, our dependence on access to space will grow. Space has unique risks such as when systems fail there is no possibility for on-site repair. The Russian attack through the Viasat-KA satellite and the CrowdStrike outage of July 19, 2024 both required on-site repairs. Similar incidents effecting satellites might leave satellites permanently disabled and systems dependent on those satellites requiring significant re-engineering. As the companies adopt space-based capabilities they must conduct effect analysis to not only identify potential benefits but also potential risks. The concepts in Executive Order 13905, Strengthening National Resilience Through Responsible Use of Positioning, Navigation and Timing Services should be applied to the use of all space-based capabilities, not just GPS.
