The kick-off meeting of “Support Utilisation of Sustainable and TAilored INnovative methods for HTA (SUSTAIN HTA)” project was held at the magnificent premises of the Fundatie van Renswoude in Utrecht (The Netherlands). Led by Utrecht University, the project consortium includes leading universities, HTA bodies, an NGO, and SMEs from across Europe. Together, we aim to contribute to the use of innovative health technology assessment (HTA) methodologies across Europe and support the methodological activities as part of the Regulation (EU) 2021/2282 on health technology assessment (HTAR). These activities will be supported by a larger network of HTA bodies and will involve other experts and a wide group of stakeholders through our Forums. Fantastic workshop to wrap up the excellent work carried out under this #TSIproject workstream “Making the case for sustainable #investments in health”, share experiences and learn from each other together with partners and experts from European Observatory on Health Systems and Policies, Expertise France, SEO Amsterdam Economics, European Commission #DGREFORM, Austria, Belgium, Estonia, Finland, France, Germany, Italy, Hungary, Ireland, Slovenia, and Spain. Well done to colleagues from Sciensano for the #HealthImpactAssessment study on a reduction of tobacco selling points in Belgium: one of the policy measures set out in the Inter-federal strategy for a smoke-free generation! The project has helped countries identify their capacity building needs and tailor a 'learning by doing' approach to meet these needs! In Belgium, it helped to build capacity to undertake #HIAs and facilitate collaboration between policymakers across Ministries and researchers in order to support future #evidencebased policy making. 💡 Food for thought: 👉 How much of the health measures and interventions to tackle the #CDoH and risk factors are actually evidence-based? 👉 How much of the evidence showing clear associations between a measure, positive health outcomes and even cost-savings is shelved and never translates into informed, impactful policies for a myriad of reasons? 👉 How can we embed a more structured, systematic #HIA approach in the design and implementation of future #publichealth policy decisions? What we CAN do is invest in a building a culture of evidence-informed policy making so it’s not policy by chance but evidence public health policy by design! Some takeaways from this unique and collaborative exercise in Belgium: - KISS: keep it super simple and speak the language of politicians when disseminating HIA outcomes (think of DALYs - don't take it for granted that MoF know what we're talking about); - Work together: the value of #intersectoral collaboration cannot be stressed enough so involve other Ministries; - Timing: be there at the right time and identify strategic windows of opportunity when you can provide the numbers ex-ante to support politicians in making the right choice from a menu of policy options (starting from the least to the most ambitious so they get the full picture); - Invest in getting the #data you need, it will pay off later with a more robust and comprehensive analysis, impacting the outcomes - Don’t be discouraged if the results of a HIA on a policy measure are inconclusive or appear insignificant. Keep in mind the overall impact of several measures aimed at achieving the same goal! Today, I have the pleasure of participating in ( and organizing) the first day of the final workshop on « Making the case for Sustainable Investing in Health », a part of the Technical Support Instrument (TSI) project « Resources Hub for Sustainable Investing in Health » financed by the European Commission (DG REFORM). The Austrian, Belgian and Slovenian health authorities presented the methodologies developed with the support of SEO Amsterdam Economics to prepare health reforms. We discussed: ➡️ Tools for Evidence-Informed Reforms ➡️ Steps for Performing Health Impact Assessments ➡️ Ex ante budgetary projections ➡️ Health Economic ex-ante Impact Assessments The tools developed for this multicountry project will be published and available for all #health and #finance professionals. My brief and non-comprehensive assessment of the Political Guidelines that Ursula von der Leyen presented this morning at the EP. ✅ There’s the European Affordable Housing Plan… that S&D asked for. ✅ there’s the Quality Job Roadmap inspired by ETUC and the progressives ✅ there’s the just transition for all and a good focus on civil society engagement ✅ there’s the a general alignment with the social Europe depicted in the La Hulpe Declaration 🚫 no serious link or action to address the potential divergence coming from the competitiveness agenda and single market deepening 🚫 there’s no specific mention of regulating algorithmic management for better working conditions 🚫 on health also a rather timid approach, very focused on pharma and with not even the dignity of a self-standing chapter. The plans on health are included in a chapter on circular and resilient Europe and one bullet point on a preparedness Union. No mention of a public infrastructure for innovation in health as put forward by the EP and Forum Disuguaglianze, which would totally make a difference. Also nothing on advancing on health standards or fighting regional health inequalities or contrasting the damaging intra-EU mobility of health professionals. 🚫 The statement "we will invest massively in our sustainable competitiveness" doesn't seem substantiated by any appropriate investment tool. No ambitions or plans on continuing the experience with joint borrowing, no plans for new own resources, no vision or methods for European public investment. Please add comments and inputs so that collectively we get a more comprehensive analysis.

Great event...some personal takeaways -The siloing of health data is a legal and institutional problem that is going to fossilize itself and constipate future innovation (and effective public health funding). Federal and Provincial Health Ministers can choose to imagine a system where (eventually) Canadians enjoy heath data that is vendor neutral and shared effectively. Canadian jurisdictions can co-create a process that ends with accepting the risk of sharing data using new approaches (institutional and technological). Having ~16 'grown-up' EMR systems for managing a citizen's heath data with 2000+ bespoke implementations is an obvious opportunity for Provincial and Federal coordination. Delay will just make the system more weird. -Adding gaggles of devices at the edge of a health enterprise is an important cyber risk -Doctors would like to be able to understand address cyber privacy risk more effectively
Very interactive industry panel “The Future of Care in a Digital World” at ICTC-CTIC's Healthcare Meets Advanced Technology: Alberta’s Path to the Future of Care event which provided a sneak peak of their soon to be released Alberta Health Technology Study (first of its kind in Alberta!).
