On April 24, 2024, President Biden signed into law an emergency supplemental appropriations law that provides substantial military aid to Ukraine, Israel, and Taiwan and could force the sale of TikTok. On April 24, 2024, President Biden signed into law a 110-page legislative package that extended the statute of limitations for violations of IEEPA and TWEA; provided military aid for Ukraine, Israel and Taiwan; set the stage for the banning of TikTok, and provided authorities for the eventual confiscation of Russian government assets. Less reported on are the whopping 37 new “secondary sanctions” and other targeting criteria imposed through eight different statutes within the legislation, almost all most which are effective immediately, even though OFAC will likely not implement them in regulations or provide guidance on them for some time. 📣 UK Expands Sanctions Targeting DPRK Military Programs 📜 On April 16, 2024, the UK updated its sanctions list, targeting entities involved in the Democratic People's Republic of Korea's military programs. 🧭 The regulations freeze funds and economic resources of those facilitating DPRK's military activities. Businesses must check and freeze accounts linked to designated persons, refrain from financial dealings, and report findings to the Office of Financial Sanctions Implementation (OFSI). ✅ Failure to comply may result in criminal offenses. The notice provides links for further information on sanctions and reporting procedures. Entities like the National Aerospace Technology Administration are subject to asset freezes under these regulations. The Russian Federation has banned 227 Americans from entering its territory. The ban applies to those involved in conceiving, carrying out and justifying the anti-Russia policy adopted by the current administration of the United States, as well as those directly involved in anti-Russia undertakings. The UN Security Council unanimously adopted Resolution 2745 (2024), lifting the arms embargo on the Central African Republic. The resolution additionally provided that all Member States take “necessary measures to prevent the direct or indirect supply, sale or transfer of arms and related materiel of all types to armed groups and associated individuals operating” in CAR until 31 July 2025. The Council also extended the mandate for the CAR Expert Panel until 31 August 2025. 3/3 The FBI, Commerce Department’s Bureau of Industry and Security and Department of State’s Diplomatic Security Service investigated the case with assistance from the Justice Department’s Office of International Affairs. Assistant U.S. Attorneys Jennifer N. Ong and Shiva H. Logarajah for the Southern District of New York prosecuted the case, with assistance from Trial Attorney Garrett Coyle of the National Security Division’s Counterintelligence and Export Control Section. Today’s actions were coordinated through the Justice Department’s Task Force KleptoCapture and the Justice and Commerce Departments’ Disruptive Technology Strike Force. Task Force KleptoCapture is an interagency law enforcement task force dedicated to enforcing the sweeping sanctions, export restrictions and economic countermeasures that the United States has imposed, along with its allies and partners, in response to Russia’s unprovoked military invasion of Ukraine. The Disruptive Technology Strike Force is an interagency law enforcement strike force co-led by the Departments of Justice and Commerce designed to target illicit actors, protect supply chains and prevent critical technology from being acquired by authoritarian regimes and hostile nation states.
