New Year's Message from the UCLG President! Local Leadership for a Global Future: Welcoming 2025 with Hope and Determination The World Organization of UCLG and its Presidency wish you all a happy and prosperous New Year 2025. As we bid farewell to a complex 2024, the municipalist movement remains devoted to its mission: our shared values around solidarity, justice, and peace underpin our resolve to remain together and committed to advancing the common global agendas. Care, equity, and resilience remain our key instruments for fulfilling the commitments outlined in the Pact for the Future of Humanity. Towards 2025, we reaffirm our belief in the transformative power of local democracy to build equitable and participatory societies. Guided by our core values—decentralization, subsidiarity, and self-governance—we will continue to champion city diplomacy as a vital tool for fostering global peace. In this spirit, the organization is prepared to actively contribute to the critical global discussions of 2025, including the World Summit on Social Development and the Fourth Financing for Development Conference but also to creating our own multilateral space through the Local Social Covenant and putting bottom-up perspectives from the World Forum of Intermediary Cities, the World Forum on Local Economic Development, the Forum on Cities and Territories of Peace, the Conference of the International Observatory on Participatory Democracy, and the UCLG Culture Summit. These events are key to unlocking the potential of local and regional governments and creating the conditions for meaningful action. We will continue to advocate for a systemic approach that values and underscores the importance and the diversity of cities and territories—from major metropolises to intermediary cities, and encompassing rural areas—because these are the spaces where sustainable development takes root and flourishes. Our shared goals will serve as a beacon of hope, guiding us toward a future that benefits all of humanity. Let us step into this new year with renewed determination and solidarity, together within our movement and alongside global organizations. Let us embrace the transformative power of inclusion, the vitality of youth, and the strength of our collective resolve. It was a profound honor to speak today at the United Nations in Geneva. 🇺🇳 At the 2024 Social Forum, themed “The Contribution of Financing for Development to the Advancement of All Human Rights for All,” I addressed some critical challenges we face: • The widening financial disparities are not merely economic concerns; they are fundamental obstacles to achieving the Sustainable Development Goals (#SDGs) and realizing universal human rights. 🌐⚖️ • Our current global financial architecture disproportionately benefits advanced economies, leaving lower-income nations struggling to invest in essential public services like healthcare, education, and infrastructure. 🏥📚🚧 • We urgently need a reformed and equitable global financial framework. Without collective action rooted in fairness and shared responsibility, isolated efforts will not yield sustainable solutions. 🤝 It is imperative that we, as a global community, come together to reshape our financial systems to be more inclusive and just. ESDN Conference 2024 Testimonial Upgrading Europe: Building Transformative Policies to Reach the Sustainable Development Goals - The 2024 EDSN Conference, on the 5th and 6th of June 2024. "The UN 2030 Agenda is in jeopardy, both in Europe and globally. Progress toward the 17 SDGs has always been slow and recent crises have worsened prospects. Since 2020, advancement has stagnated or reversed for some SDGs. COVID-19, the cost-of-living crisis, political polarization, democratic backsliding, human rights attacks, and conflicts in Ukraine, Gaza, and elsewhere have severely damaged our chances of reaching the SDGs. Europe must accelerate its efforts to attain the 17 SDGs to avoid irreversible environmental and social tipping points. Incremental policies are insufficient; we need ambitious policies that drive deep systemic changes and address the root causes of unsustainable development, promoting new values. The Belgian Federal Institute for Sustainable Development (FISD), in collaboration with the European Sustainable Development Network (ESDN) and the European Economic and Social Committee (EESC), is honored to co-organize the 2024 ESDN Conference: Upgrading Europe: Building Transformative Policies to Reach the Sustainable Development Goals. Belgium has adopted transformative policies as a key theme while chairing the Working Party on the 2030 Agenda for Sustainable Development, a crucial group within the Council of the European Union. It has also launched a just transition process in Belgium and the EU, aiming to inspire public policies that reconcile social goals with environmental and other development objectives. Indeed, our actions must be inclusive, holistic, coherent, and leave no-one behind. These are only some aspects of transformative policies. As co-organizers, we aim to provide participants with insights, best practices, and interactive discussions on transformative policies for sustainable development. We also hope to inspire the Working Party on the 7th of June, organized back-to-back with the Conference. We have gathered policymakers, academics, and stakeholders from across Europe to speak and engage with participants, hoping to spark the transformative changes Europe desperately needs." By championing tested, scalable solutions from one region to others, they help expand impact. Politicians can promote civil society innovations, ensuring they become part of a broader EU transformation rather than isolated successes. Let’s advocate for a 𝐩𝐫𝐨𝐣𝐞𝐜𝐭-𝐛𝐚𝐬𝐞𝐝 𝐚𝐩𝐩𝐫𝐨𝐚𝐜𝐡 that not only highlights the innovative efforts of youth and civil society but also makes them visible to a wider audience. 💡 What is needed to revive the European spirit? Can citizen participation help? Take a look at how at Democratic Society we are working towards democratic participation that addresses today's global challenges while supporting a collaborative vision for Europe.
Over the weekend, I was pleased to speak at the 33rd Freudenstadt Symposium on European Regionalism, though sorry not to be able to join in person. The question I was asked was "What does it take to rekindle the European spirit, and can citizen participation help?". My answer in summary: 1. Europe's quiet success in the last decade is that is now a political space not a political issue - hardly any party wants to dismantle the EU any more. 2. The consequence, that has taken some progressives by surprise, is that there is now the full range of political contestation in that European space - including a European vision from those on the populist and authoritarian right. So we can't assume that "the European spirit" as expressed in European politics is always going to be progressive and internationalist. 3. If you want to build a spirit of internationalism, collective effort and an open European spirit, then citizen participation can help - but it has to be multilevel, and start from the level where people see change most easily, in communities. 4. Democratic Society programmes including our work with NetZeroCitiesEU, Demotec Project EU and Nets4Dem, are exploring how we can create that multi-level, long term democratic participation that supports a collaborative and collective vision of Europe, and tackles issues such as climate transition and technological development in a way that keeps citizens in the loop. 5. We are only at the start of Europe's political transformation, and those who want to see more open and inclusive European democracy aren't going to be able to rely on output legitimacy and techocratic fixes. We need to create a narrative and deliver on actions that make people feel that they have personal agency and power in the decisions that shape their lives. Thanks again to Stefan M. Next Month at the UN Headquarters in New York: Summit of the Future (September 22-23) + Summit of the Future Action Days (September 20-21). Registration for the Action Days is now open. The three themes of the Action Days (digital and technology, peace and security, and sustainable development and financing) and the focus on youth resonate strongly with the United Nations Population Fund (UNFPA) #ICPD30 priorities. This presents a great opportunity for diverse stakeholders to come together, advocate for shared interests, and collaborate towards common goals. "Bringing together representatives from Member States, civil society, private sector, academia, local and regional authorities, youth, and many more, the Action Days will provide an opportunity for broad engagement and inclusion. These stakeholders have all played a key role in shaping the Pact for the Future and will be critical to its implementation. The Action Days will kick off with a dedicated, youth-led afternoon followed by a Saturday programme which will focus on three priority themes – digital and technology, peace and security, and sustainable development and financing. In addition to the three themes, there will also be a dedicated focus throughout the day on future generations. The mess we're in? - Not necessarily. I work with shapers & leaders across sectors & generations and I want to share 3 insights with #EU lawmakers and policymakers today. The electoral maps tell us that: 1. Society is too core to fail. (Anyone agreeing - act accordingly.) 2. Rural intelligence is key now. 3. From citizens to C-Suites, practical engagement works. It conveys the magic of belonging. #SocialCohesion and #stability #openness #resilience #democraticculture are not nice-to-haves! They are the foundation and prerequisite of everything else. Societies need #attention just like the #SingleMarkt or #Growth in the EU. We need a #nonprofit Single Market, a #CitizenCommissioner. Society work = formal and non-formal #education, #exchange programs, #leadership + #youth work. Societies need to be treated as #criticalinfrastructure in our national and EU governance structures, crisis and risk management teams, and budgets. HOW to boost and nourish #societies including #cohesion #civics and #resilience? Through #leadership and patient professional #dialogue programmes, #conflictmanagement #trustbuilding, #civicempowerment #participation #cocreation. This is especially needed with and in #rural areas across the #EU. From citizens to C-suites, tailor-made, long term and trust-based engagement works. No matter whether it's for #biodiversity or #democracy, for #circulareconomy or #sustainability - individuals across the board respond positively to practical, hands-on invitations to help solve a problem. Real-life formats of exchange and engagement allow many to leave victim-consciousness behind, and to rather unlock the magic of contributing, creating, cooperating. The magic of belonging. In that vein, it all comes down to boosting what unites us rather than insisting on what divides us. Are there proofs of concept for hands-on society work?
