This Milbank Memorial Fund brief, developed by Vinayak Sinha, MPH, Emma Rourke, CSM, CSPO, and Mary Jo Condon, details how the methodology offers better comparability of behavioral health spend across states, improved regulatory compliance, more focused budgetary allocations, and more effective spending targets. Measuring service utilization and expenditures by service category enables states to better evaluate the impact of preventive programs in addressing patients’ conditions earlier, reducing the need for higher-intensity care.
