A voter turnout of around 71% is not necessarily "bad," but it is lower than ideal, especially in a country where voting is a crucial democratic right. Various factors, including voter apathy, dissatisfaction with the political process, or logistical barriers, can influence voter turnout. This can be concerning for the health of our democracy. Higher voter turnout typically suggests greater public engagement and legitimacy for the elected government.
