Future Combat Air System and the responsible use of new technologies

The Future Combat Air System (FCAS) is in many ways a lighthouse and pioneering project. Apart from the technological, defence and security aspects this next generation system of systems brings to bear, FCAS has also brought to life new, innovative exchange formats.

 A partnership with Fraunhofer FKIE

In May 2020, we publicly unveiled the Airbus & Fraunhofer working group on the responsible use of technologies within FCAS. To us, this forum is a crucial element to shape FCAS from an intellectual point of view and ensure that new technologies such as Artificial Intelligence will be implemented in a responsible manner, guaranteeing meaningful human control of the system at any time.

The incremental development of a FCAS including manned and unmanned platforms, which are collaborating in an interconnected system-of-system, is one of the key European defence projects of the next decades, if not the entire 21st century – strategically, technologically, and also with respect to its dimension for European societies. Therefore, together with our partner Fraunhofer FKIE we decided to initiate a discussion on the responsible use of new technologies at an early stage in the programme, accompanying it from the beginning with a critical discourse on the use and implementation of sensitive technologies in large defence systems. 

An initiative already highly supported

In early October, we held the 2nd round of discussions of this dedicated working-group. We received high-level support on State Secretary, Ambassador and General Officer level not only from the German Ministry of Defence and the German Ministry of Foreign Affairs, which strongly support the initiative, but also by the President of the German Federal Intelligence Service (BND), Bruno Kahl.

He provided our group with an outlook on the threat scenarios 2040 and beyond – the time when FCAS will enter into service. Furthermore, the group explored new grounds with highly valuable inputs by the Military Bishop of the German Armed Force Franz-Josef Overbeck as well as renowned academics and representatives of think tanks and foundations. For the first time an award-winning novelist and writer joined the group for a dedicated feedback session on the discussion.

This multi-stakeholder-approach is a crucial component of this initiative, which means to also get parties on board and make them part of the discussion, who maybe so far have not been in touch with defence topics in general and FCAS in particular.  

I warmly thank all participants for their support and contribution where we tackled geo-strategically challenges 2040 and beyond; ethical & legal aspects of autonomous weapon systems; and we did a first attempt to define a methodology for an “ethics by design” or “ethical engineering”, aiming to bring together normative standards and an engineering driven system-design-process.

Unfortunately, this time round I was unable to join the meeting myself due to my struggle with COVID-19 but I – together with my team and our partner Fraunhofer – are looking forward to continuing this innovative format, which underlines that FCAS is not like other previous defence programmes.

Good to see the different german stakeholders getting aligned and hopefully quickly agreeing to an approach now and not somewhen along the project. What about the partners France and Spain? Is this activity part of the agreed development plan for FCAS or is this something running "independant"?

Great and unique Initiative that needs to be applauded! Congratulations Airbus and Fraunhofer! Such a public discussion may eventually expand to a Global Level and expand our Humanity in Warfare (if we can talk about such an oxymoron). Very few know that many wars were started by "False Flag Attacks". Lately we became aware of the "False WMD Theory" substantiation of a war. The idea of "Proportionality in War" is a highly sensitive idea, as many people and Leaders (!) are driven by the idea that "bomb the Evils back into the Stone Age". As a famous "War Expert", Robert S. We are living in uncertainty. Dirk Hoke, you know very well this. It seems Pandemic is far to be over. No one knows when it will happen, or even what it will look like. But this in not an excuse for inaction. Uncertainty doesn’t call for inaction. Quite the opposite. Happy to see Airbus embracing the change. Let’s reach new heights
