Subject: Swaran Jayanti Celebrations – Holding of District level Rallies from September 21-24, 2017.
Kindly refer to the circular bearing No. 1740/17 dated 31-8-2017 on the subject cited as above and the copy of same is being supplied to me after long arguments, which is not a healthy practice at the level of paid employees of the Bharat Scouts and Guides, Haryana.
It is submitted that separate budget allocation also been made and to be released soon, whereas May I ask following questions and submit my suggestions:
1. Source of budget allocation along with terms and conditions.
2. Special Programme and Competitions activities are also explained minus animal rights and their welfare keeping in view article 48 and 51 A (g) of Indian Constitution.
3. As per our mandate, humanity towards animals are our basic activity, hence following points needs immediate attention for re-allocation the event as below:
A). Special Programme: Animal rights and their welfare, which is our fundamental duty.
B). Competition / Activities:
12. Adoption of animals abandoned by their custodians and to approach them back to take the responsibility of the said animals, keeping in view section 3 of the Prevention of Cruelty to Animals Act, 1960.
13. Adoption of stray animals for life time.
14. On spot treatment to animals and birds in need in distress.
15. Awareness about 5 liberties of animals along with the responsibilities of a custodians of animals read with the article 48 and 51 of Indian Constitution and our Mandate.
